We propose that this nation considers the following proposals in order to better prepare Lodamun for a possible future conflict.

We feel that greater resources should be committed to gathering Intelligence and furthering our security through the proactive use of Intelligence Agencies. Currently our Intelligence Agencies are limited in their activities and we propose that this should be altered. The best defence is offence and by providing greater flexibility to our Intelligence Agencies we allow them the opportunity to seek out threats before they can cause physical harm to Lodamun.

Although we abhor weapons of mass destruction we believe that legislation should be amended to allow research into certain weapon technologies and if said weapons are used in a conflict by other nations against Lodamun the need should be prepared to respond in kind. These proposals to do not commit us to developing these weapon systems, but also ensure that Lodamun could potentially have the means to protect itself.

Conscription is an illiberal and unnecessary measure in times of peace but again we should recognise that it times of conflict it might be necessary to mobilize the nation. To that end the necessary measures should be in place now if we did need to begin conscription.

This legislature should be prepared to fully exercise control over the military and to that extent we believe that commissioning officers should be a role granted to the Ministry of Defence. The current systems gives too much power to the military without enough checks and balances and it is correct that the MoD would be best placed to exercise this power and ensure the military is firmly under civilian control.

In times of emergency it may be necessary to provide extra support to the police or civilian authorities and the military is an ideal organisation to do this, the legislature should legalise military support to the police in certain situations

Finally landmines are heinous weapon systems, but they are also defensive in nature. In limited circumstances the military should be authorised to use them. We propose that in times of war the military are authorised to use them, away from civilian areas and that they are accurately recorded and marked so that they can be removed by engineers at a later date.

MessageMr Speaker,

This might seem like an overly large bill but we believe that all of the articles are all in a similar vein. They all concern the military and moderately increasing its capabilities, primarily in times of war. We do not feel that anything outrageous is being proposed but are happy to negotiate or dicuss the separate proposals.

The Republicans are a pro-military party, but not pro-war. We do not wish to see Lodamun involved in any conflict, but we should not shut our eyes to an unstable world and should act accordingly. There is no use in putting some of the measures proposed here into place once it is too late, we should prepare for our defence today.

The LLP has always been a supporter of a strong military. This bill covers many things the LLP always wanted to (re)introduce. Though we are also critical. In order for the LLP to vote for this bill the LLP wishes to change article 11. We do not think that weapons produced in Lodamun should be sold without any restriction. The current law allows for us to carefully select to which country we sell weapons, so that they do not end up in the hands of some maniac dictator or something similair.

I too am in favour of strengthening our military. We need a strong defence for our nation.

I see a lot I like here. The appointment of military officers by the Ministry of Defence is far better than having them elected, as the proposed version commands more respect. Researching nuclear, chemical, and biological technology is good, as knowledge is good. Not using this technology unless in reciprocation seems sensible to us. Although we would make an acception for biological warfare, as the consequences of for example using a virus on an enemy army can have incredible unforseen consequences.

Regarding a national service, we would prefer it be compulsory entirely including outside of wartime, but with an option for a civilian service as well.

We therefore support Articles 1, 3, 4, 6, 8, 9, and 10.

We are against the using of land mines though, as they often lead to unnecessary civilian deaths years after a war is over. The costs of using land mines is therefore considerable and we believe it provides little tactical benefit.

We therefore oppose Articles 2 and 5

We also agree with LLP that we should sell weapons only to select countries.

We therefore would like to propose different changes regarding Articles 7 and 11.

The Liberal Progressives have pushed for the limiting of the size of our military for good reason: it was overly large, unnecessarily politicised and extremely expensive. We wouldn’t support rolling back our own policies. We could potentially support article 11 if introduced separately, but not like this.

The Republican Party has run the numbers and believes that there current is enough support for Articles 1-10 for this to be put to vote.

Article 11, on the export of arms has been removed and shall be readdressed at another time.
