The Partiya Demokratîk a Azad propose to reduce the Defence budget by 3.5bn ACR to boost the Health & Social Services budget by 3.5bn ACR to fund a social security scheme consisting of old age, disability, and survivors' insurance Article 1: Running Social Security: Social security will be administered by the Bureau of Social Welfare, which will operate within the Ministry of Health & Social Services. The government will be required to appoint a Junior Minister of Social Welfare, who may sit in the cabinet if the head of government deems it fit to have them in the cabinet Article 2: Social Security Benefits: Social security will include the following; - Pensions - Disability Insurance - Unemployment Insurance - Child Benefit - Survivors' Insurance (Survivors in this context referring to the widows and widowers of Aldegarian citizens) - Basic Income Article 3: Key Aspects of Social Security Social security benefits will rise with the core inflation index (excluding pensions, survivors' insurance, and child benefit, which will all rise with the cost of living index) unless a bill is passed repealing this specific requirement. The government will keep a record of all recipients of social security benefits on a Social Security Record. Murderers, child molesters, and rapists will be ineligible for social security benefits if their crimes are uncovered by the police. Citizens will pay 5% of their monthly income into social security and businesses will pay 7.5% into social security. Article 4: Social Security Fund Excess profits of the fund will be invested into the Social Security Fund, a sovereign wealth fund, that will invest in international stocks, bonds, real estate, and in alternative investments with the approval of the Central Bank. The Social Security Fund will be run by the Central Bank. The Fund will then be able to invest their profits back into social security itself, infrastructure projects, and other investments with Central Bank approval |
