This bill opens the doors of Hutori to refugees fleeing current global crises: It caps refugee resettlements at 100,000 refugees per annum. It also eliminates the term "extreme circumstances" and lists the reasons for refugee resettlement as follows: 1) Religious/National/Social/Racial/Political Persecution 2) Displacement due to War 3) Persecution on the basis of Gender or Sexual Identity 4) Hunger due to famine Refugees will be vetted by representatives of a new department to be created by this bill within the Hutorian Border Security Agency (HBSA), the Federal Investigative and Refugee Engagement Service (FIRE Service). The FIRE Service will draw both its budget and employee base from HBSA with the head of the FIRE Service to fall within the chain of command of the HBSA. The budget, number of employees, and organizational structure for the FIRE Service shall be determined by the Director of the HBSA with the advice of the Minister of Internal Affairs upon passage of this bill. The FIRE Service will have a mandate to ensure the following: 1. All refugees ages 14 or older must pass a cultural training course that teaches them the basics of the language and cultural etiquette of Hutori. 2. All refugees must receive medical screening and receive applicable vaccinations and medical treatment for life threatening ailments. Any refugee found to be in contact with a communicable disease shall be subject to quarantine at the discretion of medical authorities. All refugees must receive a basic education in hygienic standards and sexual health. 3. All refugees ages 14 or older must complete 24 hours of community service within four years to teach them the value of civic duty. Delays, reductions, and or waivers may be granted for medical reasons. Failure to comply will result in an additional 5% tax rate on all income earned in Hutori until the required community service hours have been met. Should any of these three mandates become burdensome to the point of increasing FIRE Service expenditures above $3 billion HLR, the Minister of the Interior will produce a report for Parliament with potential changes to streamline the FIRE Service, cut costs, and/or increase revenue. |

Message | Mr. Speaker, When we introduced the REFUGEES Act our Party Whips suggested that we would have the votes of the Socialist Labour Party. Unfortunately they abstained and the REFUGEES Act did not pass. The New Liberals still feel very deeply that our current policy concerning refugees is too harsh and would like to open the door to greater refugee resettlement for humanitarian reasons. However, without the SLP, we will not have the votes to pass the bill we put forward earlier in this legislative session. Therefore, we are introducing the REFUGE Act. Currently it has the same language as the REFUGEES Act; however, as it cannot pass unless the SLP vote or it gains more support, we are open to amending the legislative language to gain enough votes for it to pass. So, I ask my colleagues to propose amendments. Once we secure promises of enough votes for the bill's passage, I will bring it to a vote. Message | Mr. Speaker, Considering our population, 100,000 is fairly modest (we do not suggest increasing it however). We will vote in approval on this bill if a number of requirements are added. 1. All refugees ages 14 or older must pass a cultural training course that teaches them the basics of the language and cultural etiquette of Hutori. 2. All refugees must receive medical screening and receive applicable vaccinations and medical treatment for life threatening ailments. Any refugee found to be in contact with a communicable disease shall be subject to quarantine at the discretion of medical authorities. All refugees must receive a basic education in hygienic standards and sexual health. 3. All refugees ages 14 or older must complete 24 hours of community service within four years to teach them the value of civic duty. Note that it is estimated that accepting 100,000 refugees will cost $3 billion HLR if the above policies are implemented. The above policies are for the best.
