A bill to devolve decision-making on the sex trade to localities. Prostitution must not be made illegal by localities, however this bill entitles localities to do the following, should they choose: - Allow localities to set zoning ordinances around the practice of prostitution (i.e. not allowing brothels to be located within 500 ft of a school or daycare). - Allow localities to set health and safety standards above the federal minimum that all prostitutes must meet. - Allow localities to limit the number of prostitutes a given region may have through a medallion or licensure system. |

Message | Mr. Speaker, My constituents wanted the LEWD Act to pass. When it didn't, I got way, way too many phone calls to count asking me to reintroduce that bill. Clearly it cannot pass in its current form, therefore I am asking my colleagues in government and across the aisle to help me craft a bill that could pass this house. I'd like to gauge support for the following provisions: - Allowing localities to set zoning ordinances around the practice of prostitution (i.e. not allowing brothels to be located within 500 ft of a school or daycare). - Allowing localities to set health and safety standards above the federal minimum that all prostitutes must meet. - Allowing localities to limit the number of prostitutes a given region may have through a medallion or licensure system. I would like to amend the bill to include these provisions and/or others, but want to gauge parliamentary support before putting them up for a vote. I ask my friends and colleagues in this house to help me craft this bill. I of course welcome any suggestions for legislative language.
