We thank the USPH for reviving this bill - which was another version of URB 23. The text of the bill is as follows:

"Government Undertaking of a New Defense Organization in the Whole of the Nation (GUNDOWN II) Act of 4425

This bill, if passed, would mandate the Minister of Defense to oversee the creation of a single new national defense corporation with the expressed goal of competing with extant private defense corporations in terms of quality and price. It will not result in the nationalization of a current defense company."

The proposed provision should be included in the bill text. We cannot otherwise vote in approval on a bill that leaves that particular fact up to interpretation. We simply cannot afford to send the wrong signal to the private sector.

We understand the Ambassador's concern and will therefore encourage our friends from the USPH to withdraw this bill and add the legislative language following the upcoming elections. Should that not be possible, we have already written another version and will be ready to push it to the floor for a vote after the election.
