Bill: New Liberal Constitutional Reform Bill 3 of 3 - Envisioning a New Standard for the Interests and Good of the Nation (ENSIGN) Act of 4426

Details

Submitted by[?]: New Liberal Party of Hutori

Status[?]: passed

Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.

Voting deadline: January 4428

Description[?]:

A bill to create a new flag that honors the monarchy in Hutori, pursuant to the mandate of the FLAGS Act of 4401.

This bill will make the Red/Blue Saltire the flag of Hutori and adopt as official the proposed seal of the commonwealth of Hutori. It will also allow the use of a simplified civil ensign.

The Seal of Hutori: https://ibb.co/c8CkKJ
The Seal (Sans Crown): https://ibb.co/dgS7Yd
National Flag: Blue and Red Saltire with Seal https://ibb.co/drigtd
National Flag: Blue and Red Saltire with Seal (Sans Crown): https://ibb.co/d9HZEJ
Civil Ensign: https://ibb.co/k8GSZJ

The description of the seal is as follows:

"The sun, in yellow, shines over the nation of Hutori, represented by the six pointed star at its center. The top point of the six-pointed star represents the people of Hutori, while the remaining five points represent her five provinces. The point atop the six-pointed star that represents the people of Hutori is crowned by the Imperial Coronet of the House of Steuart-Charmichael. This represents both the people's reverence to the Monarch and that the Monarch is charged with the protection of and service to the Hutori People. The 12-pointed star is emblazoned in red - a color used extensively in the art of the Mashacara people. Each point represents a different Mashacara tribe. The seal therefore represents the joining of the Luthori settlers with the first nations people of Makon with the support of the crown enveloped in a rising sun to show that the future of Hutori is forever bright."

Government Agencies are encouraged to use the seal in their own heraldry, as the following examples show:

Hutori Army: https://ibb.co/k5BGTd

MessageMr. Speaker,

We would like to present the following options for a flag for Hutori for comment. Each of these flags has as its center what we propose to be the new seal of the Commonwealth as shown here: https://ibb.co/crhWry

The sun, in yellow, shines over the nation of Hutori, represented by the six pointed star at its center. The Maple Leaf, a symbol found at the center of the flag of the original Hutori Federation is emblazoned in red - a color used extensively in the art of the Mashacara people. It therefore represents the joining of the Luthori settlers with the first nations people of Makon.

The seal can be treated multiple different ways and be used over a variety of different colored backgrounds

Sample 1 (As shown above): https://ibb.co/crhWry
Sample 2: https://ibb.co/nHAUdd
Sample 3: https://ibb.co/hH1D4J

Furthermore, the seal can be amended for use by government departments, such as:

The Presidency: https://ibb.co/nHQsWy
Parliament: https://ibb.co/i21o4J
The Royal Army: https://ibb.co/eh4ajJ
The Royal Navy: https://ibb.co/jNLFjJ
The Ministry of Foreign Affairs: https://ibb.co/hmPmry

The New Liberals would like to present the following options for a new Hutorian flag:

The Blue Bars: https://ibb.co/c9EcWy - A simple bold representation of the continent of Makon surrounded by ocean, with Hutori at its centre.
The Restoration Flag: https://ibb.co/ebQ6PJ - This option revives the flag of the first Commonwealth of Hutori which was used from 3229 to 3586, and amends it with the proposed seal.
The Union Flag: https://ibb.co/bwvUdd - This flag is an almost complete copy of the Luthori flag, however, it replaces the Luthori crest with the proposed Seal of Hutori.
The Blue Union Flag: https://ibb.co/jqsZdd - This flag replaces the red cross in the Union flag for a blue cross, to better differentiate Hutori from Luthori.
The Red Saltire: https://ibb.co/kyNmPJ - This flag's red saltire refrences the Red Luthori Cross.
The Red and Blue Saltire: https://ibb.co/hRfjBy - A variant of the Red Saltire flag that adds blue to represent the oceans that connect Luthori to Hutori
The Bold Blue: https://ibb.co/kDxmPJ - A Blue and White simplified variant of the Restoration flag.

We look forward to your comments and suggestions.

I want to clarify, it isn't that I don't like the current flag - it is super cool. But it is meant to be the flag of the Solar System: https://www.deviantart.com/wmediaindustries/art/United-System-of-Sol-Flag-348940765

I wanted to try my hand at making something a little more Hutorian. :)

MessageOOC: Also, if you want to take a look at the history of Hutori flags, someone has done a good job of maintaining that part of the Wiki: http://particracy.wikia.com/wiki/Hutori

In the world of Terra, I have the maple leaf representing the leaf that was used on the Hutori Federation flag. IRL that flag seems to be the flag of Maple Ridge, BC in Canada!

The Luthori Flag is apparently the West Riding of Yorkshire Flag: https://www.theflagshop.co.uk/media/catalog/product/cache/1/thumbnail/9df78eab33525d08d6e5fb8d27136e95/w/e/west-riding-of-yorkshire-flag-std.jpg

MessageMr. Speaker,

Given the opposition to the maple leaf, we would like to offer another option: the 12 sided star. Each point represents each Mashacara tribe. It can be placed on any of the flag designs previously suggested.

The Seal (Sans Crown): https://ibb.co/dgS7Yd

I'm indifferent to either the Maple Leaf or the star, but if we want to stay away from real world symbolism let's go with the star. it's similar enough to the Maple Leaf my own Canadian patriotism isn't triggered that much lol

Given the feedback from our friends in government and across the aisle, we will move this bill forward using the Red/Blue Saltire as the flag of choice. We hope this is amenable to all.

We prefer the present simpler design, which we find more aesthetically pleasing than any of the proposed. However we will defer judgement to the other parties in parliament. Since there appears to be a consensus for change on this matter, we will vote in agreement.

While the National flag as proposed is relatively complicated, the civil ensign is not. When flown it will look like this: https://krikienoid.github.io/flagwaver/#?src=https%3A%2F%2Fimage.ibb.co%2FipO7ZJ%2FScreen_Shot_2018_07_21_at_5_09_24_PM.png
