A bill to create a new flag that honors the monarchy in Hutori, pursuant to the mandate of the FLAGS Act of 4401. This bill will make the Red/Blue Saltire the flag of Hutori and adopt as official the proposed seal of the commonwealth of Hutori. It will also allow the use of a simplified civil ensign. The top point of the six-pointed star represents the people of Hutori, while the remaining five points represent her five provinces. The point atop the six-pointed star that represents the people of Hutori is crowned by the Imperial Coronet of the House of Steuart-Charmichael. This represents both the people's reverence to the Monarch and that the Monarch is charged with the protection of and service to the Hutori People. The 12-pointed star is emblazoned in red - a color used extensively in the art of the Mashacara people. Each point represents a different Mashacara tribe. The seal therefore represents the joining of the Luthori settlers with the first nations people of Makon with the support of the crown enveloped in a rising sun to show that the future of Hutori is forever bright." The Maple Leaf, a symbol found at the center of the flag of the original Hutori Federation is emblazoned in red - a color used extensively in the art of the Mashacara people.
