MessageArticle IV is wrong, should be the respective cabinet member will give out gorvernment contracts. Article III will be hard to play , a year is a few days.

MessageWe are dealing with government bureaucracy. It is slow, it is laborious. It is subject to whim and fancy. Open tendering is no different in this respect. This is meant to mimic the time consuming process it takes to build projects. If a minister simply okayed a major project 'in camera' it would needlessly bypass involvement of all players and kill an avenue of discussion and RP.

I don't envisage anyone having to fill out a tax form. I am not a sadist. It will be assumed. But this document will lend weight to the process, I believe.
