Mr. Speaker, When the bill passed for equal representation of all districts a new problem arose with the seats in the Presidium. 4 seats are now unused. We can solve this problem by raising the amount of seats in the Presidium by 1. |

Message | Mr. Speaker, The rules are clear: if a majority is reached, a bill is passed, if a majority is not reached, a bill is not passed. A majority means half the MP’s +1, therefore, if the sides opposing and supporting a bill have the same amount of votes, a majority has not been reached.
