Mr. Speaker,

When the bill passed for equal representation of all districts a new problem arose with the seats in the Presidium. 4 seats are now unused. We can solve this problem by raising the amount of seats in the Presidium by 1.

The LLP isn't necessarily a opponent of this proposal, however making it an even number can cause situations in which there will be 300 for a proposal and 300 against.

MessageMr Speaker,

As was pointed out by the Republicans when the proposals went through to give each region an equal number of seats that would create four overhang seats. Perhaps these seats could represent the seats held by the Speaker and three deputies? The Speaker and his deputies are of the Presidium but not bound by party politics.

The rules are clear: if a majority is reached, a bill is passed, if a majority is not reached, a bill is not passed. A majority means half the MP’s +1, therefore, if the sides opposing and supporting a bill have the same amount of votes, a majority has not been reached. There is no issue this way with a Presidium with an even number of seats.

Even though this bill was defeated we should still work to fix the seating problem. Are there any other proposals for fixing this. Perhaps increasing the amount of seats to 655?
