Description[?]:

This bill will layout the groundwork for managing laws with variables giving local governments the power to decide those policies.

This bill states:
1. That all policies left up to local governments are left to the regional governments not each individual town
2. That one Party doesn’t have total control over a region just because they got the most votes there
3. National Election Results will determine how much of a local legislature does each party control.

How it works:
Governors:
1. Governors are the head of Government for each of the regions.
2. Governors will be from the party with the most votes in that region in the most recent general election.
3. In all states the Governor may Veto State legislature’s Bills, unless they pass that legislature with 2/3 majority
4. Governors cannot loot state funds unless approved by all parties

Local Legislatures:
The Regional Legislatures will be governed as follows
1. Each Legislature is unicameral
2. Each Legislature consists of the same number as seats as the region has in the National Congress
3. The number of seats won by each party in each state determines how many seats they have in the regional legislature
4. Regional Governments may not oppose Federal Laws

Legislature voting:
1. Each Party doesn’t have to vote as one single body.
2. You may divide your votes on a proposal(I.e 20 delegates in favor, 15 Against)
3. After the legislature votes the Governor may choose to sign or Veto the law
4. This choice doesn’t happen if the legislatire gets 2/3 votes in favor
5. If the Governor vetos then the bill dies and the next one is voted on.
6. There may only be one active proposal going through each state legislature at a time.
