Votes: This bill presents the formation of a cabinet. It requires more than half of the legislature to vote yes. Traditionally, parties in the proposal vote yes, others (the opposition) vote no. This bill will pass as soon as the required yes votes are in and all parties in the proposal have voted yes, or will be defeated if unsufficient votes are reached on the deadline.

The country needs a period of stability before another round of new elections. However we are proposing an independent candidate, or a politician experienced in international relations, to head the foreign affairs department. Peter Enkelmann Leader of Civic Voice ooc: this gives the foreign ministry to someone who is on the forums. I am not expecting the HDV to support the government in any other capacity, but they can RP the office with as an independent or someone from there party. |

It's sort of absurd that things will change now only because over a third of the seats in the Diet disappeared. That's entirely unrealistic. Message | (OOC: Yes, but nobody would win a majority under the electoral system in H&GS, since it's a proportional system. I'd prefer to at least try to reconcile the fact that it's practically impossible to win a majority under that particular electoral system (though I now realise I haven't introduced the RP Electoral Law that made it mixed-member proportional). Maybe we could instead RP that you fell short of a majority and the incoming new leadership of the HDV (or the NDU, or both) agreed to a minority government. While you're busy at work, I'll continue the Foreign Ministry as some independent professor. I'll also publish economic statistics showing that the recovery envisioned by the Goddestreu plan has now taken off, so that a different economic policy won't hurt the economic recovery. That RP is 20 years old now, I think it's about time. On an entirely different note, please be sure to include some Japanese and Hulstro-Showan Ministers! The nation is proudly multiethnic, so a German-only Cabinet looks slightly odd. For the record, though, my preferred course of action under these circumstances would have been new early elections, with either them being RPed as a snap election or the previous election being retconned out of existence.) |

Message | (OOC: For the record, the reason I was so touchy about the Goddestreu plan is that the non-functioning economic system of the game itself was replaced under the rules by periodical evaluations made by the Global RP Team (sort of Game Masters) based on RP. Basically the idea is that if a nation is RPed as making a concerted and coordinated effort at growth that succeeded, they move up the rankings. For example, the HDV historically favoured public healthcare and the nuclear deterrent, but having become an economic backwater, their first priority was to the public finances, so that they could spend that on education (they made sure to keep the healthcare system non-profit though).) |

Message | (OOC: Meanwhile, to prevent unpleasantness such as with the BW, I would like to draft a quick set of guidelines to how we play in Hulstria and Gao-Soto, so that we can inform newcomers. Things like "please consider joining the forums", "make sure you familiarise yourself with the RP laws, this is how they generally work", "this is the difference between OOC and IC". I'm also considering making a post with the latest storylines, just so people can familiarise themselves with what's going on underneath the variables and mechanics. We also need to pass an update to the cultural protocols again. We did that a while ago but I mucked up the numbers. I'll also be turning to the electoral law and stuff. Also, the Emperor of Gao-Soto is getting on a bit, so it might be time for the succession. That would require amending the HoS title variable. I hope you could vote for that OOCly, since it's not really a change of anything, just executing a law as it stands.) |
