Description[?]:
The Speaker has full authority to make sure MOCs follow the rules of the House during debates. This can include: -directing an MOC to withdraw remarks if, for example, they use abusive language -suspending the sitting of Congress due to serious disorder -suspending MOCs who are deliberately disobedient - naming -asking MOCs to be quiet so Members can be heard Speakers must be politically impartial. Therefore, on election the new Speaker must resign from their political party and remain separate from political issues until the end of their term. They cannot vote on legislative issues, unless it is to break a tie. However, the Speaker will deal with their constituents' problems like a normal MOC. When the Speaker is elected by other MOCs, they should automatically resign their seat and trigger a by-election. The constituency would then be properly represented and have a mandate. |
