A bill to re-establish the Holy Empire's independent nuclear deterrent and improve our combat effectiveness, taking us out of third world obscurity to become, once again, a great Artanian military power. The nuclear triumvirate will be restored, whereby the nuclear weapons cannot be used unless the Heiliger Imperialer Kanzler, Secretary of State for Foreign Affairs and Secretary of State for Defence, or their senior surviving representatives, are in agreement that victory cannot be achieved by conventional means. Should the Holy Empire suffer loss of civil control (for instance, by a pre-emptive decapitation strike) the decision will fall to military commanders, the triumvirate being formed by the senior surviving officer of each service. The other articles speak for themselves and generally improve the professionalism and combat effectiveness of the army. |
