PORT TACKSTOV PORT REJUVENATION: Article i - Objective i) The Seyne Government proposes the rejuvenation of the port in Port Tackstov. It is one of the nations key ports and has been allowed to slide in to disrepair thus hampering our imports and export ability. Article ii - Port Purposes i) The port is planned with the following functions in mind: i-a) Act as the main sea cargo hub for Beluzia. i-b) Act as a international ferry and cruise lay over destination. Article iii - Estimated Time to completion Estimated to take 9-12 years to complete after tender is accepted. To be revised depending on tender submission. Article iv - Estimated Cost Final expenditure is expected to cost 9 billion. Article v - Project Finance i) There are a number of ways that Beluzia could finance this project: i-a) A public private partnership (construction costs underwritten by Consortium. Minimal direct revenue return) i-b) National lottery i-c) Budgeted through treasury. ii) Congress has indicated a desire to pursue a public/private partnership method via: II-a) the Port Tackstov Public Private Partnership Resolution - 4435. Article vi - Environmental Impact i) As stated there currently exists a sea port in Port Tackstov. The Seyne govt do not believe that major environmental issues will be raised in the building process. There is however the need for careful demolition, clean up and disposal of the existing site to ensure water contamination does not occur. Article vii - Transference during construction i) All shipping currently used by Port Tackstov (at a low level due to disrepair) will be either be halted or transfered to other smaller ports around the country. This will cause major disruption while building work is undertaken. Article viii - Tendering Entities i) The following companies expressed an interest in the project: i-a) Tackstov Renewal Conglomerate (TRC) 1% revenue, 8 billion, 7 years i-b) Sea Ports of Terra Corportation (SPTC) 2% revnue, 9 billion, 10 years i-c) Emergent Ports Group (EPG) 3% revenue, 9 billion, 10 years ii) Emergent Ports Group has won the tender proposal with 147 votes via the RP Port Tackstov Tender Proposal Voting Article ix - Resolution i) This Act indicates that Congress hereby declares that work on the Port Tackstov project can now begin. ii) This Act is legally binding on the Beluzian Government and Emergent Ports Group to commit to resolution of the project. Message | We ask parties to please indicate which tender proposal you would likely vote for in the final ballot. Votes can be changed should new tenders come along (I don't envisage more than 5 being required) but this vote gives Congress an indication the direction parties want to go. |

Message | The Government of Beluzia and the companies tendering for the project have revised cost and time estimates to new levels after further investigation of the site was conducted following concerns that some proposed plans were not feasible in the long term. New plans were submitted for consideration to reflect this reality. |
