| AN ACT providing the regulation of the elections to the Imperial Diet pursuant to Article VI of the Basic Law. BE IT ENACTED by His Imperial and Most Illustrous Luthoran Majesty, Friedrich II, Kaiser of Hulstria, etc. etc., and His Imperial and Heavenly Majesty, Yoshinaga, Mikado of Gao-Soto, etc. etc., having heard the Council of the Lands, with the advice and consent of the Imperial Diet, assembled at Kien, and by the authority of the same, as follows: ERLASSEN vom Seiner Kaiserliche und Durchleuchte Luthoranische Majestät, Friedrich II, Kaiser von Hulsterreich, etc. etc., und Seine Kaiserliche und Himmlische Majestät, Yoshinaga, Mikado von Gao-Soto, etc. etc., gehört der Länderrat, durch und mit Rat und Zustimming des Reichstages, zu Kien versammelt, und mit desgleichen Gewalt, wie folgt: 1) Electoral system for the Imperial Diet (1) A minimum of 628 members of the Imperial Diet shall be elected by universal suffrage as provided by the Basic Law under a system of Mixed-Member Proportional Representation; (2) Of the members of the Imperial Diet, 325 shall be elected by plurality from electoral districts (Wahlkreisen) apportioned equally to each Crownland by the Electoral Commission; (3) The rest of the seats in the Imperial Diet shall be assigned in each Crownland to lists submitted by political parties, with the highest-positioned candidate not elected for a Wahlkreis in his respective Crownland receiving the seats. (4) The overall composition of the Imperial Diet shall be proportional to the votes cast for each political party; to guarantee this proportionality, Überhangmandaten (surplus mandates) may be assigned to parties in addition to the 628 members of the Imperial Diet to balance out the proportionality. (OOC: Basically the German electoral system. Having geographical districts helps development of the nation, I think.) |
