Herr Präsident,

I rise to update the House, with apologies for the secrecy we observed in this delicate matter, about the recent state of affairs with regards to the relationship between the Crownlands and Ostland. As the House is well aware, the Crownlander government of Severin Goddestreu placed sanctions on Ostland in condemnation of its discriminatory policies towards the Kunihito, which saw the sometimes forcible resettlement of Kunihito from Ostland to the Crownlands in the guise of repatriation in an attempt to Dundorfianise parts of the country, even the employment of language reminding us of the dark days of the Nimitz regime.

You will also be aware of the formation of the Ostland-Touryou Repatriation Association formed by expatriates, which has expressed the desire for aid from the government in repatriating now that the government in Ostland is taking definitive steps to exorcise the last vestiges of apartheid. This week, I had the distinct pleasure of accompanying the president of OTRA, Sawada Yataka, to Wolfsheim and the Touryou State to meet with Grand Duke Magnus and members of the Ostlander government. In part, my presence was to open dialogue on negotiations, but also to see for myself the progress made in Ostland-Touryou. From what we have learned, we can conclude that there is now in Ostland a genuine reform taking place which will enfranchise Kunihito across the country and give self-government to the predominantly Kunihito areas of the country as the Touryou state.

We cannot do otherwise but welcome these developments. It has always been the right of Ostlander Kunihito to proudly identify as such, as equals. The history of grievances here in Ostland is as long as it was in the Crownlands. But from our own experience, we can say that the first step towards healing was the acknowledgement of the Kunihito's birthright to live in these lands, of their own distinct position and their dignity. As it was with the re-establishment of Gao-Soto under a single government in Kien, so it is with Touryou as part of Ostland - a step on the long path towards a single land shared by two peoples.

We owe the government of Touryou and indeed of Ostland our support in this endeavour. Therefore, I propose the suspension of the sanctions on Ostland, pending the negotiations on a new relationship between us and those across the border with whom we are bound trough history. A relationship which I hope will see the sharing of our culture and economic interests develop alongside our sharing of experience with living together in this land, as both natives and settlers, as children of the same homeland.
