Notes:
* The Cabinet's ultimate responsibility lies with the Prime Minister;
* State Secretaries should be seen as Deputy Ministers with a specific agenda;
* When a State Secretary is shared between two ministries, both ministers are equally responsible and have equal power over the State Secretary. Disputes are to be solved by the Prime Minister.
* Extraordinary positions (eg. Directors, CCB Chairmen etc) are not an official part of the Cabinet but are also appointed the same way and are subordinate to their superior ministers.
