MessageIf Keymon harbours terrorists who openly plan to attack Beluzia or have taken hostage and do nothing about it (in accordance with their national laws and terms such as "free port") the PAL would have no misgivings about launching a military operation that would violate this treaty and can therefore not agree to it.

MessageI have my own reservations about this treaty, however, since I was contacted by the Keymon government, and I was the foreign minister, I felt it was my responsibility to bring it up for debate.

Message"On behalf of the government of Keymon, I bid you greetings and offer my thanks that you are discussing this treaty. It is my hope that you choose to pass it. Hopefully, I can address any concerns that come up to everyone's satisfaction.

"Regarding the issue of terrorists, Keymon does not harbor terrorists and our government is vigilantly anti-terrorist. Furthermore, we have some of the most liberal extradition laws in the world. Should any alleged terrorists find their way into Keymon, it would be a simple matter for Beluzia to notify our foreign office to get the matter resolved.

"As a final concern, if a future government of Keymon did the unthinkable and harbored terrorists, that would constitute a violation of the treaty on our part and your nation would no longer be under any obligations to respect our neutrality.

"I hope you come to see this treaty as a benefit to both of our nations. If you have other concerns, or feel Keymon needs to demonstrate its good faith further, please contact our foreign office."

Message"The representative from the Partisans and Artisans League raises a concern others have raised prior to ratifying the treaty. To clarify, we in Keymon draw a distinction between ships and military vessels. We do not consider a military vessel to be a ship in the mercantile sense. Nor do we consider mercantile vessels that transport military hardware or munitions to be ships as far as this treaty is concerned. The treaty only notes our desire to be an open port to shipping fleets that are not support war efforts or transporting contraband. The treaty would, of course, protect shipping of regular cargo in vessels belonging to nations at war, but this is a provision that works for all nations, including your own. Once the ship was outside of our territorial waters as protected by the Law of the Sea treaty, your nation could seize or destroy it at your discretion. I hope this clarifies things and lays to rest your concerns."

MessageThis is exceptable, as long as Keymon accepts the seriousness of, in anyway, enfringing on the treaty set out before us now; not that I believe for one minute that they would. However, as a general note concerning treaties like this I would suggest that they are kept to a minimum as I believe that a man's word is worth as much as flimsy document. Due to the unusual foreign policy of Keymon (promising complete neutrality etc) I am willing to see it as an exception.
