Non-Governmental Organisation Act

Article I - Purpose

i) The Non-Governmental Organisation Act is hereby brought into being to:
i-a) Maintain a list of Non-Governmental Organizations (NGO) influential to government policy.
i-b) Create a much more transparent system for purposes of RP.

Article II - Characteristics of an NGO (in no order or combination):

i) independent of government
ii) non-profit or funded by donations.
iii) subsidised by government
iv) volunteer or member based
vi) potentially tax-exempt
vii) task specific humanitarian or service function
viii) focal point for government/citizen interaction
ix) workers union

Article III - Registration

i) All NGOs within the Republic of Beluzia are required to register their organization
i-a) This includes any parent and subsidiary NGO associated with it.
ii) This registration is also considered an official list for RP use in Beluzia and elsewhere.
iii) Registration also carries with it an agreement to liability.


Article IV - Registration Process

i) Each player in Beluzia can submit a list of NGOs which:
i-a) can not exceed 7 NGOs per year.
i-b) must be approved by a majority of Congress.
ii) will be placed on the NGO List for use by all players.
iii) If a list of NGOs is rejected by Congress then:
iii-a this list, in whole or in part, can be resubmitted the following year.
iv) NGOs require 2/3 of a FULL congress to agree before being removed from the list.
iv-a) These NGOs will be considered to have "left Beluzia" and won't be usable until reconfirmation.
iv-b) This event may be roleplayed for realism.


Article VI - Tax and Legal Compliance

i) NGOs are subject to the rate of taxation as set by the Congress of Beluzia.
ii) NGOs are subject to the laws as set by the Congress of Beluzia.
iii) NGOs are required to lodge a yearly tax return where applicable.
iii-a) For RP purposes this is assumed unless the RP specifically involves failing/avoiding the tax mechanism.


Article VII - Compliance

i) NGOs failing to comply with these regulations will be subject to fines,
loss of license, de-registration or, for individuals, a custodial sentence as
decided by the court of Beluzia.


Article VIII - Fair Use

i) NGOs within the NGO List are available to all players.
ii) Normal rules of role play apply included, but not limited, to;
ii-a) Agreement not to destroy, kill, injury or 'disappear' the related NGO, characters or structures if not your own.
ii-b) Permission sought from creating player for damaging story lines.
ii-c) General agreement about the overall direction of the role play if it impacts other players is given.


Article IV - Accordance & Amendment

i) Amendments to this document require a majority for approval.
ii) Any amendment made to this document will automatically override the previous version.
iii) This document is legally applicable to Beluzia until it is lapsed, amended or rejected.

MessageIn all honesty I think we have been regulating RP a bit too much. One of the fun things about RP is the freedom, however with all these bills Congress effectively can eliminate one person’s right to RP beyond their political party by denying the applications or by not having being able to remember to renew their applications.

I take on board what United have to say. These bills aren't intended to stifle RP creativity but to provide a RP framework to ensure we don't return to the chaos of a few decades back where "anything went". In our view RP creativity was hampered during this time because it always came to "just because" with game breaking, time consuming mod involvement to sort inevitable disputes. I am sure United were just as frustrated as I was with this. We lost a few players who got sick of this. It simply wasn't fun for them. I hope it was clear in the bills that I want to retain and strengthen roleplay rules not supersede them. Some of these bills are RPs themselves (the Defence Forces Act for eg). In our view NGOs are a massive part of govt-public relations giving players a new avenue of RP opposition to policy but now in a structured way.

We think the point about there being a time when a block in Congress could prevent someone's applications has merit. The reason this was included was because I wanted player eyeballs on what people were doing with the organisations, companies and entities that affect us all. Something better than majority rule could definitely be considered however. For it's party if Liberty have concerns with entity application we will raise them but won't dismiss applications out of hand regardless of our numbers.
