Preamble: - With the conflict in Eastern, Southern and Central Dovani coming to a close, the dissipating fog of war reveals the extent of destruction by which the war has brought onto the region. With more than 1.3 million persons displaced, houses destroyed and industrial centres in ruins, it is clear that the conflict has left the region physically handicapped, incapable of championing the once prided sentiments of self-sufficiency and economic independence. On the backdrop of this observation, the Kazulian Government must step forward, as the region's guarantor and as the only Great Power willing to reverse the hands of time.

The Department of Finance shall establish a fund to be known as the "Community Lending Fund" to be used by the Department of Finance for the purposes as established in this act.
(a) The Community Lending Fund shall make available loans on pre-determined terms and conditions for the promotion of economic stability and financial continuity of friendly recipient(s) of the aforementioned available loans.
(b) The Community Lending Fund shall only make available loans where it is seen that a means of reasonable re-payment is found by the recipient(s)
(c) Loans under this legislation are to not be distributed at interest rates which have been viewed as unreasonable or excessive whereby the recipient(s) are unable to appropriate re-payments.
(d) To this end, $1.5 Billion is to be appropriated to the Community Lending Fund for year 4439, with $1.0 Billion being appropriated annually for a period not extending 10 years.
(e) The Department of Finance reserves the right to withhold loan opportunities to the recipients on a basis as determined by the Ethics Committee of the Community Lending Fund.

The Department of Finance shall establish a grant programme to be known as the "Dovanian Development Grant" to be used by the Department of Finance for the purposes as established in this act.
(a) The Department of Finance shall make available, funds on pre-determined terms and conditions in order to promote the economic development of friendly recipient(s) whom may be viewed as "less-developed" or "in-need of dire financial assistance".
(b) The Dovanian Development Grant shall ensure that grants given to recipients are placed into activities which may (1) provide strong promise of contributing to the educational and medical redevelopment or development which may be directly tied to holistic humanitarian development. (2) Strive for contributing to the economic soundness of the recipient(s) economy. (3) Show great promise in championing contributions towards reconstruction and infrastructural development. (4) Provide strong support for agricultural development as it pertains to the cultivation of cash crops. (5) Show willingness to ensure the repatriation of displaced civilians and making available job opportunities to the aforementioned displaced citizenry.
(c) To this end, $500 Billion is to be appropriated to the "Dovanian Development Grant" from the Critical Investment and Stabilisation Fund (CISF) to be used by the aforementioned grant organisation for investment into activities as mentioned in Chapter 1; Section B.
(d) The Department of Finance reserves the right to withhold grants to the recipients on a basis as determined by the Ethics Committee of the Critical Investment and Stabilisation Fund.

The Department of Trade and Industry shall establish an assistance programme to be known as the "Technical Assistance Programme" to be used by the Department of Trade and Industry for the purposes of assisting partners in their respective activities through direct assistance or "borrowing".
(a) The Department of Trade and Industry shall work in collaboration with federal and local authorities on coordinating assistance opportunities for partners whereby said assistance can be utilised for achieving the paramount purpose of reconstructing and developing Dovani holistically amidst the conflict.
(b) The Federal Government shall grant permission for supplies such as fuel, electrical energy, gloves, protective eye masks, footwear, apparel, security and military equipment and accessories, construction equipment, spare parts, lubricants, oils any other equipment apart of the groups above to be granted/lend leased (on terms) to partners on the basis of this initiative
(c) The Federal Government shall authorise the use of investment (might it be technological, educational etc.) for the purposes as mentioned in this chapter.
(d) The Federal Government shall authorise the use of funds for the purpose of promoting the activities of the "Green Energy Foundation" whose purpose is to promote the use of environmentally friendly alternatives to power generation.
(e) The Department of Finance reserves the right to withhold assistance opportunities to partners on a basis as determined by the Ethics Committee of the Technical Assistance Programme.

The Department of Education and Culture shall establish an opportunities programme to be known as the "Open Opportunities Programme" to be used by partners for the purpose of advancing or continuing educational activities which had been hindered amidst the conflict.
(a) The Department of Education and Culture shall work with private and public educational institutions (might it be primary, secondary and/or tertiary) on accommodating for student entrance opportunities.
(b) The Department of Education and Culture shall work to integrate a pre-determined number of students into the education system whereby said individual will be allowed to benefit from the nation's public education system under the Open Opportunities Programme
(c) The Department of Education and Culture shall authorise vocational schools to accommodate for individuals registered underneath the Open Opportunities Programme to benefit from vocational tuition and skills set programmes.
(d) To this end, individuals registered under the Open Opportunities Programme are subject to a vetting process as per the Counter-Terrorism Act, not extending 1-2 months.
(e) The Department of Education and Culture reserves the right to deny applications to the Open Opportunities Programme on a basis as determined by the Security Bureau and the Admissions Department of the Open Opportunities Programme

The Department of Food and Agriculture shall establish a financial institution which specialises in development financing for the agricultural sector to be known as the "Dovani Agricultural Development Bank".
(a) The Dovani Agricultural Development Bank shall work in collaboration with local authorities to create a portfolio of innovative and comprehensive financial products and services.
(b) The Dovani Agricultural Development Bank shall work with strategic partners to focus on sectors of national and economic importance.
(c) The Dovani Agricultural Development Bank shall make available resources whereby clients can benefit from supervised credit, amortised lending, unbeatable interest rates, a moratorium, flexible repayment terms and conditions, a combination of expert technical and marketing support and a special window for micro-enterprise financing.
(d) The Department of Food and Agriculture reserves the right to deny clients to the programmes of the Agricultural Development Bank on a basis as determined by the Ethics Committee of the Dovani Agricultural Development Bank.
