| Section 1: Those participating in Cloning research must go through a rigorous training program in biomedical ethics, and will receive a license to perform cloning research. Section 2: Only those who hold a license to perform cloning research may do so. Section 3: The Ministry of Science and Technology will determine the restrictions of the number of licenses and the requirements for obtaining a license. Section 4: There are no regulations other than those required for licensure for cloning research. |

| Message | Mr Speaker, I would have to question the wording of the policy proposal. The bill description lists regulations, yet the policy proposed is that there are no regulations. The Conservative Caucus cannot support a bill where the description does not go along with the proposed policy. We also do not believe we should de-regulate cloning.
