Under this act, the Federal government will create the following higher education subsidy programs:

- The Hill Grant Program
- The Okafor Loan Program
- The Martin Loan Program

===Hill Grant===

Funding
- Parliament will set a grant amount with each budget bill for low-income students to use to pay for a postsecondary education.
- The current suggested amount is 6,750 HLR annually.

Those who are eligible for the Hill Grant must be:
- Undergraduate students who have not earned a bachelor's degree
- Enrolled or accepted for enrollment as a regular student in an eligible degree or certificate program
- Have completed a high school education
- Be a Hutori Citizen with significant financial need as determined by the Ministry of Education

===Okafor Loan Program===

Funding
- Parliament will set a loan amount with each budget bill for any student to use to pay for a postsecondary education annually.
- The current suggested amount is 4,500 HLR annually
- Interest will accrue at a rate of 4% per annum compounded daily beginning six months after a student is no longer enrolled at an institution of higher education - regardless of graduation.

Those who are eligible for the Okafor Loan must be:
- Undergraduate students who have not earned a bachelor's degree or Graduate students who have earned a bachelor's degree
- Enrolled or accepted for enrollment as a regular student in an eligible degree or certificate program
- Have completed a high school education in the case of undergraduates, or a college education in the case of graduate students
- Be a Hutori Citizen

===Martin Loan Program===

Funding
- Parliament will set a loan amount with each budget bill for any student to use to pay for a postsecondary education annually.
- The current suggested amount is 20,000 HLR annually for undergraduate programs and 40,000 HLR annually for graduate programs.
- Interest will accrue at a rate of 8% per annum compounded daily beginning upon dispersement of the loan.

Those who are eligible for the Martin Loan must be:
- Undergraduate students who have not earned a bachelor's degree or Graduate students who have earned a bachelor's degree
- Enrolled or accepted for enrollment as a regular student in an eligible degree or certificate program
- Have completed a high school education in the case of undergraduates, or a college education in the case of graduate students
- Be a Hutori Citizen

In the case of Martin and Okafor Loans students will repay their loan amounts as part of their annual tax payments.

MessageMr. Speaker,

We introduce this bill to dramatically change the way higher education is funded in this country. It provides three ways of subsidization for higher education - each named after a key figure in public policy over the past 50 years.

In memory of Jack Hill, the Hill Grant program will help low-income students achieve their dream of higher education.

In honor of Constance Okafor, the Okafor Loan program will provide small loan amounts to students with a generous accrual rate and repayment plan.

In honor of Brett Martin, the Martin Loan program will provide substantial investment for those students in need of more than a Hill Grant or Okafor Loan. We expect the Martin Loan program to be used mostly by graduate students.

It is my hope that you all will support this bill.

MessageMr Speaker,

I applaud the honourable Deputy Chancellor for bringing forward this bill. These 3 men have extraordinary legacies in this nation, and I cannot think of a better way to honor the late Chancellor Jack Hill, President Okafor and Chancellor Brett Martin. We will 100% support this bill. Also Mr Speaker, I hope this is ok, I have a message from Mr. Martin to share with the house.

"Ladies and Gentleman of Parliament, I want to thank each and everyone of you for bestowing this incredible honor of naming a student loan program after me. Educating our youth is extremely important, and these grants and loans will help those who otherwise would not be able afford it to recieve the education they need to have successful careers in the field they choose to enter."
