To ensure that Solentian consumers pay fair prices for their public utilities. Since public utilities have a continuously decreasing average cost curve over most of their demand, there will always be a below-optimal level of utilities produced. For this reason, utilities are regulated in most countries, and they should be so here. |

Message | The Lords are aghast with horror at this proposal! Many of our number have large share-holdings in these companies and this bill could see their earnings from these investments collapse. We will see nobles unable to maintain such large numbers of servants to polish the ground before them. Some nobles may not be able to afford an adequate number of grape-peelers!
