This bill, being a Constitution, will take a two-thirds majority to pass, and a two-thirds majority to amend in the future.

THE PEOPLE OF DUNDORF, in order to restore what once was, establish a new code of justice, ensure - peace domestic and abroad, provide defence for all our citizens, promote the welfare of the people, and to obtain liberty for all, establish this document as the constitution of the Dundorfische Demokratische Republik.

ARTICLE I (Legislative):

Section 1;
All legislative powers granted by this document shall hereby be vested within the Volkskammer of the Dundorfische Demokratische Republik, a unicameral entity.

Section 2;
i. The Volkskammer will be composed of 750 members, chosen every fourth year by the people of the Dundorfische Demokratische Republik.

ii. No person shall become a member of the Volkskammer who is not at least of the age of 25 and a citizen of the Dundorfische Demokratische Republik for five years.

iii. When vacancies occur in any seat, the executive authority of the Bezirke must appoint a replacement to fill the vacancy until the next election.

iv. The Dundorfische Demokratische Republik shall elect from among themselves a Vorsitzender der Volkskammer, to preside over meetings, as well as to appoint a Vorsitzender des Ministerrates and a cabinet. They will also have the power to call votes of no confidence against any minister or the Vorsitzender des Ministerrates, as well as initiate impeachment against the Vorsitzender des Staatsrates. All three will require two thirds of the members to vote in favor.

Section 4; The Volkskammer shall be required to meet at least once a year.

Section 5;
i. A majority of the members of the Volkskammer shall be required to pass legislation, though smaller numbers may meet day-to-day, and are authorized to compel the attendance of absent members in such a manner that fits under the penalties it provides.

ii. The Volkskammer may determine the rules of its own proceedings, punish its members for misconduct, and with the agreement of two thirds, expel a member.

iii. The Volkskammer shall keep record of its proceedings, and publish them for the public to see so that the yeas and nays of the members may be seen by the electorate.

Section 6;
i. All members of the Volkskammer will be entitled to a salary, which shall be given to them by the treasury of the Dundorfische Demokratische Republik. They shall also be exempt from arrest in all cases save treason, felony, and breach of peace, during a session of the Volkskammer; or while giving a speech or debate on the floor.

Section 7;
i. The Volkskammer shall have the power to raise revenue for the Dundorfische Demokratische Republik through tax and other means.

ii. The Minister of Finance shall advise the Volkskammer in matters of taxation, and draft official plans for them to vote on.

Section 8;
i. The Volkskammer shall have the power to lay and collect taxes, duties, and tariffs, as well as pay debts and provide for the defence and welfare of the people; all mentioned duties shall be uniform through the Dundorfische Demokratische Republik;

ii. To borrow money on the credit of the Dundorfische Demokratische Republik;

iii. To regulate commerce with foreign nations, and among the Bezirken;

iv. To establish uniform rules of naturalization, and uniform laws on the subject of bankruptcies throughout the Dundorfische Demokratische Republik;

v. To coin money, regulate its value, and of foreign coin, and fix the standard of weights and measurements;

vi. To establish punishment for counterfeiting the currency of the Dundorfische Demokratische Republik;

vii. To establish post offices and roads;

viii. To promote the progress of science and arts by securing for a limited time the exclusive right of an inventor or creator to their discovery or creation;

ix. To constitute tribunals inferior to the Volksgericht;

x. To define and punish piracy and felonies committed on the high seas;

xi. To declare war, grant letters of commendation and condemnation, and regulate prisoners of war from land and sea;

xii.To raise and support armies;

xiii. To provide and maintain a navy;

xiv. To make rules for the government and the regulation of land and naval forces;

xv. To provide for calling for the army to repel foreign invasion;

xvi. To make laws which shall be necessary and proper for carrying into execution the powers given by this constitution in the government of the Dundorfische Demokratische Republik, or in any department or officer thereof.

Section 9;
i. The privilige of habeas corpus shall not be suspended, unless require in cases of invasion or rebellion, when public safety and general welfare are threatened.

ii. Budgets must be made public, so that expenditures and receipts may be viewed by all.

iii. No titles of nobility shall be granted by the Dundorfische Demokratische Republik, and any person who holds office within it may not at any time accept a present, office, or title of any kind from any Emperor, Empress, King, Queen, Prince, Princess, or foreign state.

Section 10;
i. No Bezirken may enter into any treaty, alliance, or confederation; grant letters of commendation or condemnation; coin money; loan credit or grant any title of nobility.

ii. No Bezirken shall, without the consent of the Volkskammer, impose tariffs on foreign or domestic goods.

iii. No Bezirken may, without the consent of the Volkskammer, raise or keep an army or navy in times of peace; nor declare war; nor enter any compact, alliance, or agreement with a foreign power or other Bezirken.

ARTICLE II (Executive):

Section 1;
i. The executive power of the Dundorfische Demokratische Republik shall be vested in two people, the Vorsitzender des Staatsrates - the Head of State - and the Vorsitzender des Ministerrates - the Head of Government. The Vorsitzender des Staatsrates shall hold office for a term of four years, while the Vorsitzender des Ministerrates may be elected or removed at any time by the Volkskammer.

ii. The Vorsitzender des Staatsrates shall be elected by the people of the Volkskammer by a two-round voting system. If no candidate should receive a majority of votes cast on the first round of voting, a second round must be held, in which the winner becomes Vorsitzender des Staatsrates. In either round, a candidate may receive the endorsement of another party.

iii. No person shall be elected to the office of Vorsitzender des Staatsrates more than twice.

iv. No person shall obtain the office of Vorsitzender des Staatsrates that is not a natural born citizen; neither shall they be able to achieve the office if they have not reached the age of thirty years, and been a citizen of the Dundorfische Demokratische Republik at least ten years.

v. The Vorsitzender des Staatsrates shall receive a salary for their job.

vi. Before they enter the office, they shall take the following oath: "I do solemnly swear that I will faithfully execute the office of Vorsitzender des Staatsrates of the Dundorfische Demokratische Republik, and will, to the best of my ability, preserve, protect and defend the constitution of the Dundorfische Demokratische Republik."

Section 2;
i. The Vorsitzender des Staatsrates shall be named the Oberbefehlshaber of the Bürgerwehr and Volksmarine only if a state of emergency or war has been declared by the Volkskammer. They may consult with the officers of those two entities to inform their opinions, as well as the Minister of Defence. They shall also have the power to grant pardons, save in cases of impeachment.

ii. The Vorsitzender des Staatsrates shall have the power to conclude treaties, with the approval of two thirds of the Volkskammer; and to approve all nominated ambassadors; as well as nominate the judges of the Volksgericht, and other officers of the Dundorfische Demokratische Republik not herein provided for, and which have not been established by law; but the Volkskammer may as they see fit vest the power to appoint lesser offices not herein mentioned to the Courts, Heads of Departments, or themselves.

Section 3; The Vorsitzender des Staatsrates shall be removed from, and barred from, office on impeachment for, and conviction of, treason, bribery, or other high crimes and misdemeanors.

ARTICLE III (Judicial):

Section 1;
i. The main judicial power of the Dundorfische Demokratische Republik shall be vested in the Volksgericht, made up of nine justices, and in such inferior courts as the Volkskammer may seem fit to establish.

ii. In addition, there shall be established five Bezirksgerichte, to hear lower cases, which may appeal to the Volksgericht.

Section 2;
i. Treason against the Dundorfische Demokratische Republik shall consist only in levying war against them, or in adhering to their enemies, giving them aid or comfort. No person shall be convicted of treason unless on the testimony of three witnesses to the same covert act, or on confession in open court.

ii. The Volkskammer shall have the power to declare the punishment of treason.

ARTICLE IV (The Ministries)

Section 1;
i. The Vorsitzender des Ministerrates shall have the power to declare on behalf of the Dundorfische Demokratische Republik its state of affairs in a public release.

ii. The Vorsitzender des Ministerrates shall have the power to request from the Volkskammer a declaration of war, requiring two-thirds of the members to vote in the affirmative.

Section 2;
i. The Minister of Foreign Affairs shall have the power to declare on behalf of the Dundorfische Demokratische Republik its state of affairs in a public release; organize embassies; and send messages on behalf of the Dundorfische Demokratische Republik.

ii. They shall also have the power to manage intelligence agencies in their operations.

Section 3;
The Minister of Internal Affairs shall have the power to allocate the funding of the police force.

Section 4;
i. The Minister of Finance shall have the power to draft a taxation plan for review and approval by the Volkskammer.

ii. The Minister of Finance shall have the power to draft an expenditure plan for review by the Volkskammer and Vorsitzender des Staatsrates, and approval by the Volkskammer.

iii. The Minister of Finance shall regulate the monetary and fiscal policy of the Dundorfische Demokratische Republik.

Section 5;
i. The Minister of Defence shall be declared Oberbefehlshaber during times of peace, and advise the Volkskammer and Vorsitzender des Staatsrates on matters of War and Defence.

ii. The Minister of Defence shall manage the allocation of military units and manage military infrastructure.

iii. The Minister of Defence shall request military purchases from the Volkskammer.

Section 6;
The Minister of Justice shall preside over the courts and prisons, and advise the Volkskammer and Vorsitzender des Staatsrates on nominations to the Volksgericht.

Section 7;
The Minister of Infrastructure and Transport shall be responsible for enforcing any infrastructure plans drawn up by the Volkskammer.

Section 8;
i. The Minister of Health and Social Services shall advise in and enforce the allocation of funds to social programs.

ii. The Minister of Health and Social Services shall be responsible for managing hospital infrastructure across Dundorfische Demokratische Republik.

Section 9;
i. The Minister of Education and Culture shall be responsible for setting education priorities based on measures passed by the Volkskammer, and for enforcing measures regarding education as passed by the Volkskammer.

ii. The Minister of Education and Culture shall be responsible for managing school infrastructure and planning across the Dundorfische Demokratische Republik.

Section 10;
i. The Minister of Science and Technology shall set research priorities.

ii. The Minister of Science and Technology shall enforce measures involving the fields of science and technology as they are passed by the Volkskammer.

Section 11;
The Minister of Food and Agriculture shall enforce measures involving the fields of food and agriculture as they are passed by the Volkskammer.

Section 12;
The Minister of Environment and Tourism shall enforce measures involving the fields of environment and tourism as they are passed by the Volkskammer.

Section 13;
The Minister of Trade and Industry shall enforce measures involving the fields of trade and industry as they are passed by the Volkskammer.

BILL OF RIGHTS

IN ORDER TO PRESERVE the liberty and freedom of Dundorfians, the following articles shall constitute the "Bill of Rights;" an inalienable group of basic rights for our citizens.

ARTICLE I (The Freedom of Speech)
The Volkskammer shall make no laws prohibiting the free exercise thereof; or abridging the freedom of speech, or the press; or the right of the people to peacefully assemble, through party or physically, and to petition the government for a redress of grievances.

ARTICLE II (Search and Seizure)
The people shall have the right to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, and this right shall not be violated unless a warrant is properly issued by a court, or an officer of the peace has probable cause supported by an oath or affirmation, which should describe the place being searched and persons or things being seized.

ARTICLE III (Rights of Persons)
No person shall be held to answer for a crime, capital or otherwise infamous crime, unless first indicted by a Grand Jury, except in cases of War, national security, or public danger; nor shall any person be tried twice for the same offence; nor shall they be compelled to be a witness against themselves; nor be deprived of life, liberty, or property without due process of the law; nor shall public property be taken for public use without just compensation.

ARTICLE IV (Rights of the Accused)
In all criminal prosecutions, the accused shall have the right to a speedy and public trial, by an impartial jury of their peers; the right to be confronted with the witnesses against him; to have compulsory process for obtaining witnesses in their favor, and to have the assistance of counsel for their defence.

ARTICLE V (Civil Trials)
In suits of common law, where the value of the controversy does not exceed one thousand marks, the right of trial by jury shall be preserved, and no fact tried by a jury shall be otherwise re-examined in any court of the Dundorfische Demokratische Republik.

ARTICLE VI (Further Guarantees in Criminal Cases)
Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.
