Beluzian National Police Force Act


Article I - Purpose

i) This act formally undertakes to enact, amend and reorganize, as necessary, the Beluzian National Police Force (BNPF)


Article II - Official Title and Purpose

i) The Beluzian National Police Force (BNPF)
ii) Empowered by the Republic of Beluzia to enforce the law, to protect people and property, and to prevent crime and civil disorder.
Their powers include the power of arrest and the legitimized use of force.


Article III - Motto

i) "We Serve Beluzia with Pride and Honor"


Article IV - Recruitment and Membership

i) Membership of the BNPF is open to anyone over the age of 18.


Article V - Training

i) Recruits will need to complete a 12 week course. This course involves;
i-a) police procedures, firearms, physical fitness, psychology, police-community relations, criminal law, first aid,
laws of arrest, search and seizure, physical defense techniques, diplomatic immunity, international treaties and
protocol. On-the-job training and advanced in-service training programs complement classroom studies.
i-b) combating counterfeiting, access device fraud and other financial criminal activity, protective intelligence
investigations, physical protection techniques, protective advances and emergency medicine, marksmanship,
control tactics, water survival skills and physical fitness.


Article VI - Legal

i) The BNPF are subject to the following laws related to the function of the police;
i-a) The nation's policy on the separation of the police and the military.
i-b) Organisation of the police.
i-c) The weapons used by police forces.
I-d) Government's policy towards the powers of the police.
i-e) The government's policy towards police presence.
i-f) Police searches.
i-g) The use of torture for obtaining information.
i-h) Internet regulations.
i-i) The citizens' right to assemble in public.


Article VII - Finance and Oversight

i) The Beluzian National Police Force:
i-a) reports directly to the Internal Affairs Ministry
i-b) can coordinate activities with the Prime Ministers office and the Ministry of Justice
i-c) may share information with all other ministries and governmental authorities
ii) Congress shall have oversight of the Beluzian National Police Force regarding:
ii-a) Budget
ii-b) Operational constraints with regards to the laws of the Republic of Beluzia


Article VIII - Ranks, Pay and Command Structure

i) The BNPF are subject to the Beluzian National Police Force Ranks Act.
ii) All members of the Beluzian National Police Force are entitled to remuneration commensurate with their rank.
iii) Command Structure is highlighted in the Beluzian National Police Force Structure Act.


Article IX - Weapons and Equipment

i) The Congress of Beluzia establishes the following:
i-a) The weapons used by police forces.
ii) All other weapons are available to the Beluzian National Police Force.


Article X - Key Staff

i) The BNPF will be led by the rank of Chief Superintendent
ii) The full title of this position shall be: Beluzian National Police Force Chief Superintendent
iii) The position of Beluzian National Police Chief Superintendent shall:
iii-a) oversee overall operations of the Organisation.
iii-b) be nominated by the Internal Affairs Minister
iii-c) be subject to removal by a majority vote of Congress


Article XI - Security Clearance

i) Security Clearances are issued to senior ranks as required.
ii) A non-transferable high level security clearance will issued to the BNPF Chief Superintendent upon confirmation allowing:
ii-a) access to highly sensitive information as required.
iii) Upon removal, retirement, incapacity or resignation all Security Clearances will be revoked immediately.


Article XII - Confirmation

i) Senior positions on the BNPF are subject to Congressional confirmation.
ii) A majority of Congress is required to achieve confirmation.


Article XIII - Oath of Office

i) All members of the BNPF are subject to the articles confirmed in the Oath of Office Act.


Article XIV - Justice

i) The BNPF is subject to the laws of Beluzia as established by Congress


Article XV - Officer in Charge

i) The Speaker of the Congress is hereby appointed to ensure the procedure outlined in this act is followed.
