Old value:: Religions are required to obtain government approval before promoting themselves or advertising in any manner.
Current: Religions are permitted to freely promote and advertise themselves.
Proposed: Religious organizations are not permitted to actively promote themselves or advertise, however evangelism is permitted by individuals.

Like any ideology it has varieties of texts that determine what it is and there are adherents who follow that ideology.
