| Giorgio Salviati, Spokeperson of the Presidency of the Republic: "Mr Speaker, Honorable MPs and member of the Government, I'm here because President Bontempi would like expose an ambitious Plan which could definitively put an end to the MUN issue, the economic crisis and which could begin to contrast the new "Red Menace" represented by Deltaria. President Bontempi spoke recently with the Govenrment of Vanuku, underlining the fact that Deltaria is assuming a clear expansionistic and hegemonic behavior and which is clearly attempting to establish a new "Red One-Party Empire" in Central-Majatra. The MUN, today, risks to begin the "International Red Harm" of Deltaria and if we look at who today remain into the MUN, they are: Deltaria, Jelbania, Vanuku and the virtually inactive Pontesi. For this reason, agreeing with Vanuku's Government, we estimed that MUN hour come round and that the Majatran Alliance could fully revive matching the role for which it was founded, the shield of the Free and Democratic Majatra. To make fully revive the Alliance, President Bontempi proposed to Vanuku, and today she is proposing this to you, to create a Special Fund of the Alliance dedicated to face the crisis financing vital and strategic public works, funding new business and funding activity to contrast the unemployement. This Strategic Fund will be primary financied by the "Istalian Strategic Investment Fund" and by the "Crown Sovereign Fund of Vanuku", then by other public funds, investments or financial companies and finally by direct contributions of the member states (between 0.5% to 1% of their budgets). Furthermore, to make recover confidence and re-give stability to the Financial System, it will be reformed a new Allied Common Authority inside the MA, namely the "Allied Common Authority for Financial Coordination, Stabilization and Overseeing", which will take responsability to re-stabilize the MACU which will be "refunded" on the Vanuku's and Istalian's currency as backbones of the new financial system. Majatran Alliance's Common Bonds (MACBond) will be once again offered on the financial markets, confident of the fact that the new Financial stabilization system and the Strategic Fund's new Investments will be able to support an adeguate growth and so to give consistence to the MACBond. Furthermore, the Majatran Alliance will fund, applying the idea proposed within the MUN of a Majatran Armed Alliance, a veritable Allied Common Defence and Security Authority which will control: - Allied Majatran Rapid Reaction Force - Allied Majatran Peacekeeping Force - Allied Majatran Counter-Terrorism Force (formed by police and gendarmerie forces of nation members) Furthermore, it will be intention of President Bontempi to create an Majatran Alliance General Assembly (MAGA), shaped on the form of the MUNGA, but which will have, at least for a first moment, a consultative and propositive role. Alongside the MAGA, the "Allied Common Executive Commission" will be reformed in the form of a Majatran Alliance High Council (MAHC), in which the Heads of Government or the competent Ministries of the nation members will meet to take the most important decisions depending on the issue of the day (all the Finance Ministries for the Financial matters, all the Heads of Governments for the general matters, all the Foreign Ministries for the Foreign Affairs, etc...). The two (MAGA and MAHC) will appoint and oversee the new "Majatran Allied Commission", formed by Commissaries appointed by the Council and confirmed by the Assembly. All the Commissioner should come from a different nation member. Istalia will prepare an "Integrative Treaty for the Majatran Alliance" to introduce the new rerforms. Those nations which will ratifay it, will be Full Member with full benefits and privileges, and duty off course; those who will not ratify the Integrative Treaty, will be Junior Members and will have some limitations, especially in the field of the Financial and Funding systems. I hope the Parliament will approve such initiative to make litterally restart not only the MA, but all the Majatran Continent. Thank you" |
