With the recently passed budget and tax code we now have a surplus of roughly 3.5 billion SEK, with this in mind we hereby propose the Surplus Act.

Following the passage of this bill the annual amount of surplus shall be rounded down to the closest 'Greatest Exact Even Number' (ex. a surplus of 2,506,729,856 would be rounded down to 2 billion even) with the GEEN going into a 'Long Term Savings Fund' and the rest of the money (using the above example, this would be the 506.7 million) being distributed to the Kuni (Provinces) and Cities for their use.

The exact amounts of the money provided to the Kuni and Cities and any stipulations or limitations on them shall be decidable via further legislation.

The accounts of the money held in the LTSF shall be recorded yearly and published in a public manner through a to be created 'State Monetary Savings Report; this shall include both the increase from the annual GEEN addition as well as any withdrawals resulting from future legislation.
