Honourable members of the House and citizens of Cobura,

Following the Zardic declaration of war against the United Governorates of Cobura, we see no further progress in a constructive dialogue with the Zardic government, that has been blinded by its Augustan regime. Furthermore, the Zardic government has denied Coburan sovereignty in the COBURAN Governorate of Egato and is therefore in breach with the most basic of international laws. Also, following the ethnic cleansing against Mallans, of which several Coburan citizens, the Coburan Government calls on its responsibility to protect and defend its population against threats and will therefore, as a response to the Zardic declaration, declare war on the Zardic Government.

As a result, the Defence of the Coburan Nation (DEFCON) protocol is officially effective. The military branches should now all be in full equipment and be ready to strike at all times. This means all staff of the Coburan Armed Forces (CAF) must be present at their stationed army base and should be available at all times. The CAF hereby has the mandate from the House to take military measures to ensure the safety of Coburan citizens by all means. The use of lethal force is permitted, provided that there is reasonable grounds to suspect the danger of Coburan citizens and assets.

With this declaration, a state of emergency is declared. This means the 30th Article of the Coburan Constitution is triggered:
Article XXX When the integrity of the National territory is threatened or in case that events are produced which obstruct the regular functioning of the constitutional institutions, the Crown can, after having consulted the Prime Minister, and addressing a message to the State , proclaim by decree the State of emergency. By this act, the Crown is enabled to take the measures that the defence of the territorial integrity imposes and to return, in the least time, to the normal functioning of the constitutional institutions. The House of Representatives may not be dissolved during the exercise of exceptional powers. The fundamental rights and freedoms provided by this Constitution remain guaranteed, and during a State of emergency elections still occur.

After consultation with the Prime Minister, His Majesty Emperor Sebek- em- Saf X has declared a State of Emergency.

Today is a difficult day. Not only for Coburans, but also for Majatra and Terra. We call upon our Majatran Allies to aid the Coburan Government with military equipment for the sake Coburan citizens, and the preservation of democracy and fundamental freedoms in West-Majatra.
