HIS IMPERIAL MAJESTY, by and with the advice and consent of the Grand Assembly of Indrala, enacts as follows: Part 1: Ownership of Endangered Animal 1. Private ownership of endangered animals shall be permissible for citizens deemed qualified to appropriately care for the animals. 2. The government shall retain the power to strictly regulate trade and ownership of endangered animals so to protect against extinction. Part 2: Ownership of Exotic Animals 1. Private ownership of exotic animals shall not be prohibited but it is to be regulated by the government to ensure animal welfare and to limit ownership only to citizens deemed qualified to appropriately care for the animals. |

Message | Madam Speaker, I propose this legislation as a measure to open up the natural connections between man and nature. We should not limit people from owning and caring for these animals; this legislation upholds regulations that will protect against extinction and, furthermore, it enacts provisions that look to uphold animal welfare. The Patriotic Society has wholly endorsed this legislation and upon its approval I look forward to caring for a precious red panda. Perhaps I will also get a komodo dragon...
