| In these dire times, an intelligence agency is a must. But to ensure that said agency is not influenced by corrupt politicians in government who are susceptible to lobbying, this intelligence service must be an independent governmental agency. Article I. Hereby creates the State Security Service as an independent agency of the government of Alduria. Article II. Hereby creates the position of the Director of the State Security Service to be appointed only by his Excellency Maréchal Thomas Rousseau and no other succeeding Maréchal unless otherwise indicated by the Parti Nationaliste in a successive measure. Article III. Mandates that the State Security Service shall be staffed only by members of the Parti Nationaliste to ensure that if the government is ever occupied by another party that the SSS may cease all association with the Government of Alduria and become--for all intensive purposes-- independent of the governmental process. Article IV. Allows that if this bill is ever repealed that the SSS may then become independent from the Government of Alduria and continue operation as an independent organization. Article V. Mandates that the SSS draw funding directly from the Ministry of Defence as in these dire times, an intelligence agency is surely a means of defence. |
