Description[?]:

This bill will approve 202.5 million HLR in funding from the Ministry of Transportation & Infrastructure Renewal, for the planned multipurpose area in downtown Port Prosperity. This arena will be home to the Prosperity Voyageurs of the HIHL, and will also be used for many other events such as concerts, curling, boxing, MMA, basketball, and much more. The building will have a capacity of 25,850 for Ice Hockey, which can be expanded for other events, making it the largest Ice Hockey arena in Hutori. The province has been asked to cover 30% of the 675 million HLR construction cost, and in return will recieve a 10% royalty of all arena revenue until the province has made back its 202.5 million Lira, after which the royalty will drop to 5%. If approved the construction will begin in the summer of 4458, and will be completed in time for the start of the HIHL's 50th season in October of 4460.

The current Prosperity Metro Centre is now more than 60 years old. The Prosperity Voyageurs are the only original 6 HIHL team that is playing in the same arena they played in when the league first started more than 40 years ago. With a capacity of 17,138, the Metro Centre was the 2nd smallest of the original 6 arenas, and is now the smallest of all arenas in the HIHL.

With that being said Mr Speaker, this isn't just about the Voyageurs. When the owners of the Voyageurs came to me with their plan, I knew it was an opportunity to give a huge boost to the economy of Port Prosperity and Kenai as a whole. When the arena is not being used for hockey, it can be used for concerts, other sporting events, and much more. It will bring billions of Lira of revenue into our province. With the province retaining a 5% royalty even after we have made our money back, we will see a healthy revenue stream coming in that will allow us to either reduce taxes, provide new services, or a mix of both. With an expandable capacity of 25,850, Kenai will be home to Hutori's largest arena, and not only will it be the largest, but it will be a technological masterpiece and will truly be state of the art.
