We propose that all students going into higher education are provided with means tested loans for tuition costs. The children of the wealthy are in a position to receive family support. Those on scholarships will not be affected. Most graduates will end up earning above average levels of income, therefore should look to repay the cost of their tuition fees. Loans should be repaid once a graduate has reached a certain level of income, to be established at a later point. |
