Backward? How are we backward? The act should not have been legal in the first place!
Homosexuality should not be encouraged by the government. By making it illegal we send a strong message to the people that it is simply not desired to be in "love" with the same sex.

We explicitly stated in the bill we will not prosecute. But we should not continue the encouragement of the act either.

Our administration believes in the citizens, believes in their rights, that they have the right to choose, to judge. The NPR wants to take this right away from them. Delegalising something is in no way 'neutral'; and by letting something be legal, the government in no way encourages something. It just claims that it has no power to decide on moral matters instead of the citizens.

By legalizing it we encourage it. If you legalize sex with an animal you basically say to your people "its okay" and its not.
We need to protect our people from dangers they themselves may not notice. And people respect our stance on this, the state his here for exactly that reason.
