During this bill's last proposal we established that it is local communities who are the masters of their culture, and therefore they should be in charge of funding to the arts. With so much decided federally is there anything left for the local governments? Should they not have the right to preserve their local culture? It is in the hands of the citizens to decide for themselves the funding arts receive, not federal powers.
