This bill proposes changes that will assist in expanding the civil system.

Article 1: This is proposed to change the governments ability to maintain security of files and active government projects that release date is up, but if released can pose a threat to national security.

Article 2: This is to increase the police capability to remove crowds that pose a threat to public safety.

Article 3: This is to give people the free will to have as many kids as they wish with out government involvement in the reproduction of families.
