I thank you for making space in the schedule of this place to allow his meeting, and I am sure you will join me in thanking the members present for making time in their own schedules to be here.

I felt - given the current discussions taking place about extra funding for the BPI - that it was an appropriate time for this Government to present to Stortinget our plans for the BPI, and Dovani as a whole, going forwards.

Herr Huspresident, there is no doubt in any of our minds as to the special role that Kazulmark plays on this continent. Alongside just a few other nations, we enjoy stability of democracy and economy, and I wholeheartedly agree with the principles of the BPI that it is our duty to ensure that other, less developed nations in this continent can enjoy those benefits too. We would not be a responsible neighbour if we were willing to merely keep these great benefits for ourselves. There is certainly no doubt in my mind as to the advantage we in Kazulmark have over our neighbours, in terms of resources and strength - economically, diplomatically, and militarily. This is precisely why the BPI could come into existence, and it has - undoubtably - been a success that is already being felt by the peoples of Dovani who are receiving this funding.

We may now be in the process of tinkering around the edges of certain aspects of the BPI in committee, however this Government has been planning something far more transformational, something that the BPI can be absorbed into and work alongside.

Herr Huspresident, it is time for us to discuss the possibility of a regional association for the peoples of Dovani.

Herr Huspresident, this will be a significant challenge for all of us, and it will be an undertaking that I am sure will be passed on to numerous governments going forward in time, but it is one I strongly feel we must take the action of beginning.

Previously, I made mention of the fact that we are ONE of a FEW advantaged nations on the continent of Dovani. Currently, through the BPI, we are acting unilaterally to progress the conditions of the less developed nations of Dovani. That, I believe - while certainly well meaning - is not the correct course of action. Be it merely poor optics, or be it the direct intention of the architects of the BPI, by acting unilaterally to develop the continent, and acting unilaterally to aid our neighbouring Governments, we are in the process of creating a clearly Kazulsk dominating sphere of influence. We are creating a situation wherein these nations become entirely dependent upon Kazulsk support, and wherein their development can 100% be traced back to intervention by Kazulmark. This created nothing short of a neo-colonial situation for future generations, and I do not believe we as a Government can allow that to occur.

Thus, Herr Huspresident, with the support of Stortinget, I will direct the Foreign Minister to reach out to his counterparts in our allies and neighbours across Dovani - reaching out to Lourenne, Sekowo, Hulstria and Dankuk as a start - in order to begin the creation of a truly transformational continental association for the peoples of Dovani. The principles of the BPI - that it should be the people of Dovani themselves who take charge of their destiny - must be enshrined in the future. However, it must be done together, combining our strengths to raise the tide of all Dovani peoples.

I have no arguments as to the central role that Kazulmark will play, in terms of influence, in terms of financial aid. However, we must ceed to our neighbours cooperation in deciding where this new adventure will go. We must now allow Kazulmark to sleepwalk into a situation wherein it has made itself THE dominant state of Dovani.

What precisely this new pan-dovani organisation consists of is still to be decided, it is a project for all Dovani people to decide, but today marks the shot of the starting gun along that long road. I hope that all members of this place will join me in this marathon.

It is clear that the Prime Minister appears to be diving into conspiracy of the BPI being a force for solidifying Kazulian influence in the region. For the sake of sanity and the stability of the nation, i would suggest that he refrains from such commentary.
