Establishes a uniform code of medical justice and establishes a Medical Corps for sake of Health Defense. Medical malpractice shall be handled by a tribunal of medical officers in a formal court martial rather than frivolous lawsuits. His drives down cost of insurance premiums as it establishes a regimental uniform method of dealing with malpractice but allows enough local command variation within units.

The Medical Corps will be part of a reorganization from all the medical staff within the military. The Medical Corps would offer enlistment options to those who want to join the service but don't want to see combat duty: basic medical service staff, which would employ enlistees as orderlies, aides, basic nursing duties, possibly even up to General Practitioners (as determined by rank) to be deployed domestically to action centers (clinics) within areas that lack medical services. Deployment to these areas would not be a matter of option, just as current deployments aren't in other military fields. The existing enlistment model would provide training, pay, and the discipline so desperately needed in the medical field. This would also have the advantage of making sure that prospective GP's would have to "work up the ranks" to prove their competence at basic duties.

Specialist medical training could be provided in the same manner via a Reserve Officer Training Corps. The MedROTC program could be a real plus, if, in exchange for a matching fund for tuition/ training, the student-officer in training is REQUIRED to also serve in specific "action centers", much as current ROTC trainees are required to deploy for active duty for a set period of time. As further incentive, recruits to MedROTC would be EXEMPTED from malpractice suits at the civil level, but could still be subject to disciplinary action as any criminal situations mandate for existing military personnel under existing laws(this here would require the Uniform Code of Medical Justice).

Reasoning: Healthcare is similar to Imperial Defense and has Inelastic Demand and an unwillingness to supply by private sector.
