The law discriminates between two kinds of paramilitary organizations. Namely Paramilitaries and Militias. 1. Militias Militias act as a military force of last resort if the integrity of the state is threatened (case of emergency/Notstand). Another law will further specify this case. The HoS grants the title of militia to organisations To qualify as a militia an organisation needs to be loyal to the principles and the constitution of the ETRN and to the concept of Thallerism as a whole. All members need to be unsalaried volunteers. The groups internal structures need to be democratic. Furthermore the organisation is obliged to perform background checks on potential members. Anti thallerist individuals are absolutely restricted from joining Militias. Members of militias are allowed to openly carry small arms as long as they can be identified by their uniform. Arms such as rifles may only be carried openly in a case of emergency 2. Paramilitaries Paramilitaries act as a party's defence force and are only allowed to be deployed for this purpose. They are never allowed to iniate combat. Cumulative violations against this rule may lead to the forced dissolution of a paramilitary. To maintain a legal paramilitary parties need to apply at the Ministry of Internal Affairs. Illegally maintained paramilitaries may lead to the forced dissolution of a party. Internal processes such as the distribution of ranks and payment are entirely left to the paramilitary itself. Members of paramilitaries are allowed to openly carry small weapons such as pistols knives and batons on duty. Equipment of paramilitaries needs to be standardized. On duty paramilitaries need to wear uniforms. Parties who are openly hostile to the state or proof to be Anti-Thallerist in their nature are disallowed from having a paramilitary |
