"Local Money, Local Control: Local Scholars Initiative" Article I: All public pre-school, primary, and secondary education shall be placed under local/provincial control. However, the national government shall provide funding to schools and facilities of no more than 1/3 of the cost to educate a pupil, to be determined by a "head count" of students in each school/facility during the third week of schooling of a new academic year. Article II: The policies regarding private schools and facilities shall be placed under the local/provincial control, with the exception of Article III. Article III: The national government shall reserve the right to determine and enforce a National Curriculum for all schools and facilities, public or private. The national government reserves the right to intervene in all schools or facilities, public or private, that fail to adhere to or enforce the relevant portions of the national curriculum. |
