ARTICLE 1: The government does not regulate rents.

ARTICLE 2: The Federal Housing and Zoning Agency (FHZA) shall be established, and shall regulate public and private housing, and local zoning laws.

ARTICLE 3: Provincial governments decide on zoning laws with the consultation of the FHZA.

ARTICLE 4: The FHZA shall encourage zoning laws that are not unnecessarily restrictive and shall promote mixed-use developments.

ARTICLE 5: The FHZA shall give subsidies to developers planning to build mixed-use developments in cities where average cost of housing has been determined to be higher than average.

MessageMr Speaker,

There is a growing body of evidence suggesting that rent control does nothing but to restrict supply and lock out people from the housing market, especially if paired with NIMBY policy. Instead of regulating rent, we should make sure zoning laws are as loose as possible (with some exceptions, of course), entice developers to build more market-rate and luxury housing around country, and build more public housing for low- to middle-income people and families.
