Mr Speaker, It is incumbent on our state that all citizens have the right to a jury trial if their crime is serious enough and that this judicial decision making on this matter should not be left to local governments. We therefore propose the following restructuring at a national level: Minor crimes including vandalism, low-level violent offences, petty theft, drunk and disorderly behaviour and most driving offences should be dealt with by junior/district judges - or Kingdom magistrates. In these cases the defendant has no right to a jury trial and both verdict and sentence will be handed down by the judges or magistrates. Serious crimes - including murder, rape, robbery, serious theft, serious assault, crimes against the state - must be heard in front of senior judges and in all cases the defendant has the right to trial by jury if they plead not guilty to the charges.
