Dear Ladies and Gentlemen, the National Purity Congress hereby proposes to (re)introduce the death penalty on national level for capital and other dangerous offences, seeing the danger of Ahmadic terrorism and dire, criminal moral downfall. The bill will standardize the procedures and methods of the sentencing and execution, ending the federalist status quo in this important matter. Death penalty will be carried out by means of hanging or firing squad, whereas it will be at the court's discretion for the execution to be televised or carried out in public if so required. Each province will designate one penitenary as its Provincial Execution Center, whereas police, medical and military personnel who volunteer to do so will be trained as executioners to carry out the procedures required. Executions are to be commenced as soon as the last means of appeal has been exhausted. A National Death Penalty Appeal Court is to be created to quickly process appeals to this punishment. Appeals must be decided upon within one year of sentencing. The King shall be granted the right to transform death sentences into sentences of life imprisonment without possibility of parole up to the day of the execution. The death penalty will be MANDATORY for the following offences: First-degree murder Child rape or abuse Production or solicitation of child pornography Domestic terrorism and any conspiracies of terroristic nature Planejacking War crimes Conspiracy or attempt to assasinate the King, a politician or any other prominent member of society Human trafficking Illegal drug production or solicitation Formation or operation of a criminal organization The death penalty will be OPTIONAL for the following offences, whereas life imprisonment without possibility of parole will be normative: Any other types of murder Non-child rape or abuse Posession of child pornography Production, solicitation or posession of any other types of illegal pornography Statutatory rape of mature minors Child corruption Zoophilia and other forbidden sexual conduct Abuse of power at the workplace Illegal drug posession or consumption (if more than minimum amount determined for each catalogized forbidden substance is found) Severe medical misconduct Severe battery or injury Political corruption (severe cases) Solicitation of legal drugs to minors Grand Theft Auto The judges involved shall be entitled to hear the opinion of the victim or, if he or she is deceased, the victim's family or associates if the decision for or against death penalty must be made in a victim crime. The points named are subject to discussion. The National Purity Congress hopes that this bill, if passed, will greatly reduce criminality in the fields named and will allow the state to effectively penalize any serious offences that endanger public peace, removing criminal and undesirable elements from society. Any costs of the execution shall be covered by the offender's property and fortune as greatly as possible, the state only paying when the offender can not afford his execution. It shall be noted that as the bill will greatly increase the number of executions and said executions will be, if possible, paid by the condemned themselves, it will greatly decrease the costs of long prison terms or rehabilitation facilities for capital offenders.
