Message | Mr. Speaker, As has been set by the precedence of the Treaty recognizing the Crown Dependency, it is the position of this government to take all potential recognition of countries to the Parliament for a vote. It is our belief that diplomatic recognition should only be given to countries that: A) Have defined borders B) Have a permanent population C) Have a government D) Have the ability to enter into relations with other states The “Republic of Fortland” is a former military installation in the middle of the Odufart Sea. It certainly meets requirements A and B, as it has a defined territory (the installation) and a defined permanent population (a former Luthori military official and his family). As the population of the installation is at most 6 people at any given time, it is the recommendation of the Foreign Ministry that Fortland does not have a government. However, due to Fortland’s ties to the Luthori Empire and our longstanding relationship with that nation, the foreign ministry felt it best to bring up recognition for a vote. It is the recommendation of the foreign ministry that PARLIAMENT VOTE NO on this treaty. Fortland does not have a constitutional government, and a “No” vote would prove that it does not have the capacity to enter into foreign relations with other states. Please vote “No” on this bill.
