The Republic of Selucia's industrial regulations are among the most stifling and restrictive in the world. It is important that any government strikes a fair balance between supporting industry, which in turn supports millions of people, their livelihoods and their families, and between concern for the environment - the kind of world which our grandchildren and great-grandchildren shall inherit from us.

Thus far, we have not managed to strike such a balance. We propose radical and extensive reform to pollution controls: guidelines shall be issued concerning environmentally friendly commercial practices, but these guidelines shall be in no way legally binding. Undoubtedly, billions in tax revenue and in GDP have been lost over many years as a result of the existing policy which seeks only to smother industry, and which has subsequently severely stunted economic growth. We must place our faith in the free market: the free market, and the free market alone, shall almost always seek solutions to our most pressing issues, including that of global warming.

Pollution is and always has been a serious concern, that is why our environmental standards are so strict. The senators from the Optimates whether indirectly or directly are supporting policies that have led to and will lead to the destruction of Seluciae's natural beauty, stifling our tourism and potentially devastating our agriculture. While that is indeed the worst case scenario, it exactly because of the worst case that our regulations are they way they are.

Current legislation aims to prevent the emergence of negative externalities, most specifically pollution caused by vehicles and industrial activity. These negative externalities are not suffered by the firms and individuals causing them, but are instead paid by unrelated third parties. Although current controls do indeed lead to a decline in economic activity, they also ensure that those that pollute pay for their own pollution, in the interest of the common good. As for vehicles, we have long advocated a complete shift away from our car-dependent economy, by dismantling highways, limiting the amount of private vehicles that can be owned, and implementing free public transport. Eventually our goal is a completely car-free Selucia, and Gods willing we will have it.

I must remind the Minister that our nation is a signatory to the Sharma Climate Accords Treaty
(http://classic.particracy.net/viewtreaty.php?treatyid=4175) and that we recognise the vital importance of tackling climate change and have pledged to take every effort to maintain the integrity of Terra's ecosystems.

Therefore, can the Minister explain how Article 1 of this bill, which will implement the dismantling of industrial pollution regulation, will in any way help us to fulfil that pledge?

I am a strong advocate of economic growth for Selucia but believe this has to be achieved within a regulated framework and that the government's responsibilities should not be reduced to offering non-legally binding guidelines.

In response to Mr Fabianus' query, I would like to direct him to the terms stipulated by the Sharba Climate Accords. Article 1 of this bill is in no way whatsoever in breach of the treaty, and in every respect conforms to the terms of the treaty. In response to climate change, the free market - when free of arbitrary regulations - will always find innovative and effective solutions to the problems posed by climate change. It is possible to both encourage economic growth and encourage the continued protection of the environment at the same time. They are not mutually exclusive ambitions, and we should not treat them as such.

We ask politely that Mr Furius explains how exactly corporations whose sole interests lie in gaining profit by lower expenses are ever compatible with the environment. Is it not the case that despite evidence regarding the dangers of pollution that Seluciaen corporations continued to use fossil fuels as the cheaper solution until environmental legislation was first implemented? The free market only does what is cheap, as that is all that is beneficial to those seeking profit.
