We, the Senators of the Popular Expression (HA-EP), introduce the following piece of legislation aimed at devolving power back to the regions of the Kundrati Union. We believe that devolution will enhance accountability of local governments and end the one-size-fits-all approach to governance that has weighed down our system for too long. We also, of course, hope that local governments will rely upon the principles of free markets and liberty to make their decisions. Local governments determine policy on airports. Child benefit policies are left to local governments. This matter is left up to the local governments. Local governments may impose curfews, but only if a state of emergency has been declared. Local governments regulates the daily working hours. The policy regarding eminent domain is left to local governments. Local governments may set up forestry agencies. Where they do not, forestry is on a commercial basis. The legality of gambling is a matter of local governments. Local governments decide on this. Local governments decide on homeless shelters and reintegration projects. The matters of hunting and fishing are handled by local governments. Local governments establish inheritance laws. Animal welfare laws for livestock farming are set by local governments. The operation and funding of the police is left to local governments. Local governments may regulate laws on public acts of affection and obscenity. The decision on renewable energy sources is left up to local governments. Smoking regulations are to be determined by local governments. There is no National Curriculum; curriculum policies for all schools are determined on a local level by local governments.
