"Mr Speaker,
I'm here to propose to open a debate about the electoral system of the Senate. Currently, the parties which gain the relative majority in each region are overrepresented by the current electoral law.

This had a reason previously, to give to the Senate a major role as "regional chamber".
But now, the Senate has some duties that we think are not compatible with the logic of the current law.
Namely, now the Senate has the duty to decide if reppeal the parliamentary privileges to a member of the Parliament: http://classic.particracy.net/viewbill.php?billid=577793
and the Senate has to confirm 10 of the 15 judges of the Supreme Court of the Republic: http://classic.particracy.net/viewbill.php?billid=580617
Especially this last role is uncompatible with the current law, due to the fact that regional positions determine something that interests all the country and the citizens indipendently by where they reside.

For this reason, I propose to change the current law with a pure proportional system with a sole national constituency (OOC: d'Hondt method).
This will assure a proportional representation of the opinion of vote of all the istalian citizens.

The last electoral results for the Senate would be:

fd (6.27%): 6

OOC: with this method, it would be also more simple to calculate the Senate seats. We need just to use this site: http://icon.cat/util/elections# specifing the seats to assign, the electoral roll (global electoral roll, all the cast votes) and the total votes gained by each party.

We wholeheartedly disagree. The senate does have authority over national affairs, but it being composed by the regions is fair because it gives the individual regions more importance. We already have a national assembly after all.
