The Federacia Partio propose to adjust the government's spending budget to better address the economic and social situation of the Augustina Imperio de Zardugalo. Part of the FP plans are to encourage a "back to the land" movement. People are likely to work harder and with greater commitment if they themselves possess the land on which they labour, which in turn will benefit them and their families as workers will be able to provide for themselves and their household. It is the very basic idea that when men have the opportunity to possess property and work on it, thus eliminating the alienation they may feel toward wage work. To encourage the selling to land, the purchasing of equipment for farming, achieving the education to become successful smallholders, the State will make available grants and compensation schemes to encourage small farms and agricultural growth. This will be funded by keeping the current agriculture funding as is although the current policy is one of local government implementing plans. Farm Size Details: 1.The Ministry of Agriculture is to work in accordance with local authorities to evaluate the fertility (i.e. soil quality, forest, topography, freshwater quality/access, rainfall access to transportation, etc) of all current family-owned and operated farms 100+ hectares (247+ acres) and corporate farms of 50+ (123 acres). 2.Family-owned and operated farms that are deemed eligible to be broken to a maximum 100 hectares based on fertility estimate. Generous compensation to be established by national and state Agriculture Boards. 3.Corporate owned and operated farms that are deemed eligible to be broken to a maximum of 60 hectares based on fertility estimate. Fair compensation to be established by national and state Agriculture Boards. 4.The remaining land to be distributed to a new, eligible farmer at between 7-10 hectares (17-24 acres) based on fertility estimate. These new farms to be registered as "Virga farm-obieno" (Virgin Farms). 5.Registered Virgin Farms to be eligible for tax holiday (for all national/state income or national/state property taxes) for no more than three fiscal calendar years from time of registration of the original owner. New Farmer Eligibility: 1.Register for "Virgin Farmer" status with national/state/local governments to receive land with initial, upfront payment of ₭100 per hectare by family. No more than four adults may be registered as owners per Virgin Farm. "Virgin Farmers" are only eligible to have ownership or partial ownership in a single "Virgin Farm" property. 2.Depending on fertility estimate, land to be distributed through a no-interest mortgage through local agriculture credit union paid upfront by the state (see compensation of original farmer/owner above); mortgage not to exceed total of Ƶ80,000. The receiving Virgin Farmer(s) 3.All register "Virgin Farmer" adults to complete no less than 10 hours worth of agriculture courses with positive marks before receiving lands. They must complete no less than 30 more hours of agriculture courses with positive marks by the end of their first calendar year and no less than 20 more must be completed with positive marks by the end of the second year. 4.The "Virgin Farmer" must own, occupy, and improve on their land allotment for no less than five calendar years of closing. They are unable to SELL land in part or in full to a third party for no less than five years; all sales will be eligible for purchase by local Agriculture Board, if the Board chooses not to purchase land, it may be sold in part or in full. Failure to adhere to these rules may incur forfeiture and/or fine. 5.The "Virgin Farmer" must own, occupy, and improve on their land allotment for no less than five calendar years of closing. They are unable to RENT land in part or in full to a third party for no less than two years; the local Agriculture Board must approve of any rentals during that time period. Failure to adhere to these rules may incur forfeiture and/or fine. 6. Subletting is allowed only with the approval of the local Agriculture Board. 7.Improvements by "Virgin Farmers" must be no less than Ƶ25,000 over five years. Failure to improve on land may incur forfeiture and/or fine. 8.Improvements must be agricultural in nature. 9.The "Virgin Farmer" is eligible for national/state/local house construction tax incentives at their prerogative. 10.All land and other property on it may be bequeathed or transferred to a family member(s) with approval of the Agricultural Board. |
