HONORABLE MEMBERS OF THE ASSEMBLEIA NACIONAL, CONSIDERING the impact of education on our youth and understanding it as a solid investment in the country’s potential; SEEKING TO bridge differences in standards between Prefeituras; CORRECTING legislation to ensure the principles of State secularism and moral neutrality are observed throughout the public educational facilities; THE PST PROPOSES THE FOLLOWING with considerations: (1) Mandatory School Attendance Age Being in school longer does not guarantee that a student is learning. We must understand school-based education as one fraction of the picture. It is vital our students are allowed to obtain first-hand experience in the job market, as well as be given the choice to further pursue formal education (e.g., in a university) or vocational training. Additionally, mandating students to be in classrooms for 20 years is burdensome on the State budget and the returns do not justify this policy. The sooner students are able to make their own decisions, the more mature our population becomes. (2) Changes to the Structure of National Education Granted that we should allow local governments to tailor and adjust syllabi to their own realities, a national curriculum enables all students to have access to the same knowledge and opportunity. It is vital that the State draws curricular guidelines to be followed nationwide. This will allow a more uniform education background and strengthen equality across regions. By the same token, education should be accessible on all levels and, when possible, free or subsidized. Higher education shall be public and free, coexisting with private institutions, and basic education shall also receive federal funding. (3) The Principle of Educational Neutrality If we intend to form critical thinkers and well-equipped professionals through our educational system, we must act swiftly to change legislation that attempts to bias students’ understanding of their world. Political education is vital, but should not be seen as a propaganda opportunity. Students being physically disciplined is outrageous, only their legal guardians are allowed the choice to enforce such punishments. They are proven to traumatize students and do not curb disciplinary transgression. Then, as a matter of healthcare public policy, sexual education shall be mandatory during puberty to inform students on the dangers of unprotected sexual relations and its inherent risks of STDs and unwanted pregnancies. Finally, students should not be indoctrinated into blind patriotism and should reserve singing the national anthem on select special occasions. |
