MessageQuestion:

What is it with this article on liberalization of our capital controls? Do the Agramontians seriously consider it a good idea to allow foreign companies who are much better positioned to export FDI, the right to come into Kalistan and take our economy away from us?

We might be willing to agree to the other provisions, but this foreign investment stasis is a poison pill for all these bills.

MessageForeign investment exists and is beneficial to our economy. At present, there is simply no reason for any foreign corporation to invest because they will never reap the full benefits of their investment. Even as a nationalist political party, the Agramontian League understands that trade is an essential aspect of foreign relations and the lack of trade in Kalistan is holding our economy back.

MessagePiggybacking on what our friends from the Socialist Party have stated, the Agramontian Leauge continues to subject itself to legislation with foreign investment in it. When will they learn that a bill with that article will not pass in this house? I am severely confused on why the league continues to propose this article and I believe it would be best for their public image if they would stop bringing it up.

MessageOOC:

Corporate taxes, luxury taxes and sales taxes are exempt from that provision. It refers to income tax and spending bills only.

IC:

Of Course foreign corporations can reap the "full benefits" of their investments. If they invest 49 percent of the capital in a joint venture, they receive 49% of the dividends.

We are not entirely sure what the AL thinks happens with joint ventures. The only thing our current law guarantees is that Kalistani interests represent the barest majority on all decision making boards. This does not cut foreign capitalists out of decision making. It just prevents them from turning our country into a colony.

Nor does it affect trade at all.

We encourage a strong NO vote on that provision.

MessageThe Indralan Foreign Minister is allowed to issue a statement in the Lobby, but if the Comrade issues a comment in this debate, they will be in violation of the Espionage Act.

But Indrala's Foreign Policy naturally should look to Indrala's interests: We would expect nothing less. When Indrala acts within Kalistan in the interests of Kalistan first, we would be interested in their opinion on Kalistani Sovereignty and Trade Policy.

MessageHonourable and Esteemed Members of the National Assembly,

I speak to you today at summons of the Honourable Arianna Pasquali, Speaker of the Agramontian League, who has asked me to express the views of the State of Indrala upon our bilateral trading relationship, and specifically upon the legislation proposed by the Agramontian League.

First, allow me to state unequivocally that the State of Indrala recognizes the sovereignty of all states to draft and decide their own policies, domestic or as related to international affairs. Further, allow me to express the complete recognition of the current legislation of the United Republic of Kalistan and of any forthcoming legislative changes undertaken by Kalistan's elected representatives by the State of Indrala.

Of course, the State of Indrala and the United Republic of Kalistan share a long and complex relationship. Part of our greater relationship, obviously, is our economic and trade ties. While the State of Indrala is committed to enhancing the partnership and fellowship of our peoples, certain protectionist policies undertaken by the United Republic of Kalistan hinder positive development to this end.

Specifically, that Kalistan rejects liberal foreign investment causes much consternation among Indralan job creators and enterprises who desire to expand their operations into Kalistan, creating jobs and providing a greater diversity of products to the Kalistani consumer. Assemblymen and women of the Grand Assembly of Indrala have received a number of letters from Kalistani-Indralan constituents who desire to inject their capital into the economy of their homeland but have been denied the ability to do so by these protectionist policies.

A fundamental principal of Indralan foreign policy is pursuing mutually beneficial free trade with sovereign nations. A fundamental policy of free trade, of course, is reducing barriers to commerce and creating an equal playing field for all peoples to exchange their goods and services. It is difficult, then, for our nation to expand a relationship with a nation which has stacked the deck against equality among peoples through protectionism.

Allow me to speak, for a moment, about what the State of Indrala views as the benefits of freer the for the United Republic of Kalistan, independent of our bilateral relationship. Through freer trade, the economy of Kalistan will better serve working people. As working people spend a greater share of their earnings on goods than other income classes, cheaper goods brought through freer trade puts more money in the pocket of the working class, and establishes greater social justice. In addition, a reduction of deadweight loss and exploitation of the principal of comparative advantage will diversify, broaden and enhance the efficiency of the Kalistani economy; there is substantial economic academic writing which demonstrates that the gains from free trade outweigh any losses as free trade creates more jobs than it destroys because it allows countries to specialize in the production of goods and services in which they have a comparative advantage.

In sum, not only would a reduction in investment restrictions strengthen our great bilateral relationship, but it would bring expand opportunities for regular Kalistanis. Opening the economy to freer trade will create a specialized and efficient economy less reliant on the global capitalist order on the price of petrochemical products and other raw resources exported by this nation.

As I said in my opening, I am here at the summons of the Agramontian League Speaker, and am expressing the views of the State of Indrala on trade with the understanding the sovereign nations may undertake their own policies. Thus, we will respect the decision of the elected representatives of the Kalistani National Assembly on this matter.

With profound gratitude, thank you.

Ms. Elizabeth (Lisa) Feng
Ambassador to Kalistan
State of Indrala (non-partisan)

Mr. Jiang Chen
Foreign Minister

MessageSo the idea here was to present Kalistan with a fait accompli on Indrala's Ambassador?

It really makes no difference if the President grants permission under the current Espionage now. The Representative from the Indralan Government, Comrade Feng, has already violated the Law.

Comrade Sergeant of Arms, We call on you, under the current Espionage Act, to immediately place Ambassador Feng in custody, and, in accord with the law, immediately eject her from the Country for violation of the Provisions of the Kalistani Espionage Act. The test of the Act is found here:

http://classic.particracy.net/viewbill.php?billid=325510

Specifically, the Ambassador has violated the following provision:

"The Government of Kalistan hereby declares that any and all Representatives of foreign governments, states, or peoples shall not be permitted to issue comment on legislation which is either in debate or in voting without explicit invitation by the Head of State, Head of Government, or Foreign Minister."

No such authorized member has granted any invitation previous to the speech of the Ambassador, in an attempt to sway and change the laws of the sovereign Republic of the United Republic of Kalistan.

According to the Act, the Ambassador must be detained and deported immediately. We call upon the President of the Republic to place an official note of Protest with the Government of Indrala, for sending its ambassador to attempt to influence the activities of our government and lobby us to change our national laws. It is required under the current text of the Law, and no person is above the law. Nor does the Agramontian League have the authority under the current Law to invite the Ambassador of Indrala to come and attempt to influence our policy making.

We mean no disrespect to the Ambassador, and hope the deportation of the Ambassador will be remedied soon.

As far as I know, an 1000 year old law which is not explicitly referenced in the bills under debate section is not actually valid. If Wu had been less charitable, he would've been within his rights to ignore it.

Random fact: Moderation reserves the discretion to declare RP laws invalid if the players supporting them are doing so in an excessively confrontational way.

Random quote: "The answer to global warming is in the abolition of private property and production for human need. A socialist world would place an enormous priority on alternative energy sources. This is what ecologically-minded socialists have been exploring for quite some time now." - Louis Proyect
