The collapse of the DDR, and resulting fall in direct investment, has had a severe effect on the economy of our Workers' Republic. While the final triumph of socialism remains our ultimate goal, it has become necessary for a process of economic adjustment to take place in order to achieve a period of economic stabilisation and then a return to growth.This shall take the form of Macroeconomic adjustment as well as a process of "altahrir" for industry. Macroeconomic Adjustments I shall shortly be bringing before the Supreme Workers' Council changes to the tax and budgetary regulations. To ensure an expansion in aggregate demand in the long term we must encourage the groth in population of our citizenry. "Altahrir"/Liberalisation Measures Medicines In order to combat an increased need for medical supplies, we shall increase our domestic capacity for producing medicines with public sector investment as well as providing private companies with special authorisation to obtain foreign currency to purchase raw materials for the production of medicines abroad. Productivity and Agricultural Reforms 50% of all State farms shall be converted into "basic cooperative production units", these cooperative farms shall be sold buildings, machinery, animals, irrigation systems, and tools at favorable prices with low-interest loans. Farmers' markets shall be legalised and there vendors shall be able to sell suplus produce (with the exception of milk, meat and potatoes) at decontrolled prices. The prices of essential goods shall be controlled to ensure the health and wellbeing of all citizens. Legalisation of the use of Foreign and Cryptocurriecies The use and transfer of foreign currency shall be legalised, making it easier and simpler for Kafuris here and abroad to send remittance payments and purchase goods.
